PREF ACE TO THE 2000 RE-PUBLICATION

The re-publication of New Forest Roman Pottery offers the opportunity of reflecting on the developments of the last 25 years. Since the original publication in 1975 there have been no further publications of kilns and their associated assemblages to advance our understanding of production. The kilns can now, however, be considered in their full Romano-British context (Swan 1984). More recently, fieldwork on behalf of the Hampshire County Council has demonstrated the potential of the landscape in the immediate hinterland of the kilns to understand the wider pottery-making landscape and the relationship of kilns to settlement (Berkshire Archaeological Services 2000). In respect of typology and chronology, while new variants of existing forms have come to light in the large number of site reports published since 1975 where New Forest pottery has been identified, the existing arrangement remains effective. However, there have been several significant developments which allow us to understand better the context of this industry in Roman Britain. Peacock's (1982) ethnoarchaeological approach has been especially helpful in developing a general model for understanding pottery production in the Roman world, while Tyers' Roman Pottery in Britain (1996) provides us with a very important overview for Britain as a whole. More particularly, substantial research has been published on three neighbouring and contemporary industries: Young's publication of The Roman Pottery Industry of the Oxford Region in 1977 characterised the manufactured output and distribution of an industry with a similar (late Roman) range of tableware, mortaria and domestic or cooking ware products as that of the New Forest, while Lyne and Jefferies' study of The Alice Holt/Farnham Roman pottery industry of 1979 illuminated an industry which specialised in high quality domestic 'grey' wares. Williams' study ( 1977) of the blackburnished industry of Roman Britain highlighted the contribution of the production from the Poole Harbour region of south-east Dorset (South East Dorset Black Burnished Ware). From a preliminary assessment of distribution, he drew attention to the likely scale of output of an industry specialising in cooking and other domestic wares. More recently, a detailed study of the distribution of this ware has helped to refine our understanding of the inter-relations and relative roles of the major pottery producers of southern Britain (Allen and Fulford 1996). The origins and development of the New Forest industry in the later third century have to be seen against a background where each of the neighbouring industries had its origins in the early Roman period or the late pre-Roman Iron Age. It remains possible, of course, that similar evidence will emerge for an earlier start for the New Forest. For the present, however, early Roman production has yet to be identified either in the production area, or, by proxy, in well dated assemblages in the countryside or in neighbouring towns such as Winchester. Whatever new evidence may eventually emerge to revise our understanding of the origins of the New Forest industry, such a development remains remarkable given the close proximity to the Poole Harbour industry, located only some 25 miles (40km) to the south-west of the centre of New Forest pottery production. A better understanding of the distribution of SouthEast Dorset Black Burnished Ware shows that from the second century onwards the bulk of production moved northwards to supply a range of military and civilian consumers in northern and western Britain. It seems probable that the scale and coverage of this output and distribution was determined more by the requirements of the procurator than market forces. Only a relatively small proportion travelled eastwards or north-eastwards thus leaving a

vacuum to be filled such that an industry, whose core production of cooking and domestic wares was closely comparable in typological range to that of Poole Harbour, could develop in close proximity. In this situation the market provided the context for the development of the industry. In rationalising the location and scale of these four southern British industries, it is possible to see a clear difference between one, the Poole Harbour based industry, and the rest. The latter can be seen to have been located to serve three or four civitas capitals and their hinterlands which include a number of small towns. The proximity of London may also have been a significant influence in the case of the Alice Holt/Farnham and the Oxfordshire industry. While within that framework the Oxfordshire industry retained a core regional identity with the bulk of its production contained within a radius of some 50 miles (80 km) the combination of several factors gave it an edge over the New Forest and the Alice Holt pottery. These included geographical factors, the quality of tableware and mortaria products, and a degree of state supply represented, for example, by military consumption at relatively distant locations such as Caernarfon in north Wales on the one hand and Richborough, Kent on the other. In the case of the New Forest and Alice Holt industries production was very largely confined within a radius of 50 miles (80km). While the latter industry did not produce table wares and mortaria in addition to its superior quality cooking and domestic wares, the New Forest looked to a range of specialist wares to compete with comparable production from Oxfordshire. This may, in part, have been to compensate for the restriction on the distribution of cooking wares in the area historically supplied by the Poole Harbour industry. In the event the range of reduced fine wares such as indented beakers, flagons and flasks reached a wider market, albeit with small quantities, serving particularly the west, the Cotswolds and south Wales. It is possible to conclude from this comparative study that without an agency, such as the procurator's office, which could over-rule cost factors related to the transportation of pottery to distant consumers, distance from the workshop had a significant impact on the distribution of the product, irrespective of quality. In the case of southern Britain we can see that it was exceptional for an industry to distribute significant quantities beyond a radius of about 50 miles (80km) from the workshops. Possibilities remained, however, for relatively small quantities of specialist wares, such as mortaria and table wares to reach more distant consumers. It is interesting to observe that, even where, as in the case of the New Forest industry, there was a potential locational advantage in respect of proximity to the sea and the possibilities of cheaper transportation, there is little evidence to show that this advantage was exploited. There is a marked difference in the quantity of South-East Dorset Black Burnished Ware (cooking/domestic ware) reported from across the Channel in Normandy and Brittany compared with New Forest (tableware) or other Romano-British pottery types (Allen and Fulford 1996). Equally there is little evidence of significant distribution of New Forest products along the south coast of Britain. This may represent an absence of commercial shipping whose carrying capacity could be freely exploited by New Forest potters in comparison with state-controlled arrangements which privileged the Poole Harbour industry.

To conclude, in the last 25 years important information has accrued to inform our understanding of the relationship of the New Forest industry relative to others in southern Britain and of this industry's differential exploitation of transport mechanisms for the distribution of its wares.
