FOREWORD BY HIS MAJESTY KING GOODWILL ZWELITHINI

There is no knowing for certain what the year 1983 has in store for us.

In the past year we have seen drought and pestilences and the continuation of all human evils - all of which seems to give credence to the prediction that the end of the world could be well nigh .

No doubt the year 1982 rocked us all with the bombshell announcement that Ingwavuma was to be ceded to Swaziland . The country- wide uproar and the protests that followed should give no cause for surprise as this was the natural and logical reaction of the people.

For sure the Ingwavuma land deal question has been dealt with at length in more appropriate forums . The pity of it all is that it should also taint these few lines as something still uppermost in our minds as we enter the new year.

There is no prospect that 1983 will be a year of honey and roses . Indeed we are going to face more trials and tribulations .

Whatever happens in 1983, we are entitled to expect that , to say the least , an equitable solution will be found to the Ingwavuma problem as it is within practical means to resolve this impasse . So do we also hope that it will be possible to arrest the ever-spiralling cost of living which is certainly making life increasingly uncomfortable .

As for the drought , the pestilences and the human evils that continue to plague us, let us pray for Divine Intervention during 1983 .

May we all enjoy a happy Christmas and a prosperous New Year.

MESSAGE FROM THE CHIEF MINISTER

During 1982 we experienced shock waves over the Ingwavuma issue , but since KwaZulu Government won the appeal to the Appellate Division in Bloemfontein , the outcome may have a blessing in disguise for South Africa as a whole. Time really flies because hardly before many of us have forgotten what we ate for lunch on New Years day in 1982 , we are now again at the beginning of another new year . Time has really passed on very quickly and one regrets so many things which we did not manage to accomplish within the last twelve months . We should not spend time lamenting this fact. Let us be grateful that we now have another twelve months ahead of us. Our duty is to do the best we can to serve God's people during that time to the best of our abilities . What is meant by the best of our ability? The best of our ability is doing the best we can possibly do, within the time range at our disposal . It is not doing what is minimal within a day, a week, a month or a year, since one might say that how do I know that I'm not doing the best I can so long as I'm doing my work so many hours a day. Fortunately we have a monitor that should help us decide that question and that is our conscience . So long as our conscience tells us that we have put our shoulders to the wheel all the year long without flinching or loafing, we need not worry any further about whether we played our parts as we should have done. This year begins with a serious world economic recession which is so heavily with us . We in KwaZulu are a region of South Africa which like all the rural regions of South Africa is part of the undeveloped and the most depressed parts of South Africa . In the present economic climate we are going to suffer more than our people in more developed parts of South Africa . The number of Black youth that are catapulted into the labour market every year gives us cause for concern . The present economic climate means less jobs for our people whose mobility is further circumscribed by the pass laws and influx control regulations . Hundreds of our people are being retrenched as a result of the present economic climate . To add more fuel to the fire we have had one of the severest droughts within memory. In these circumstances let us accept that we have a tough year ahead of us. Our role is to try and survive in these very difficult circumstances . Those of us who are in governmental service and all of us who serve our people in different capacities must realise that those times will be a test of what mettle we are made of. The challenge as I see it is to strengthen each other in these dire circumstances . We must avoid at all costs adding insults to so much injury in dealing with the public by venting our frustrations on them . Let us remember that we Blacks believed even before we met the White man that there was a living God . God lives on whether we have plenty or less . Let us look at the hard times ahead of us as tests of our faith in God and in the human race. In KwaZulu we are terribly handicapped as far as our priorities are concerned which are education and agriculture . The little amounts we try to set aside for those priorities go to our relief work once we are in the midst of these dire straits . My message is that we must at all costs not lose heart . If this year turns out not to be as good as other years , let us remember that we have sunny days as well as cold days . This mirrors our life on this planet . May God give us the strength to survive . Wishing you God's blessings whatever your calling in life may be. On the top ofthe mace is a typical ZULU HUT - "Indlu". This is to symbolise the birthplace of Zulu culture and customs and is also symbolical of the close-knit Zulu family on which the whole Zulu social structure is built. This hut stands firmly on the MYSTICAL COIL "Inkatha". The grass in this mystical coil was plucked from the thatch of the doorways of all Zulu Chiefs' huts and is known to the Zulus as "Inkatha yokusonga izwe". This is to symbolise the coil's deep power to unite and keep firm all the different tribes of the Zulu people. Each of the 285 strands around the coil to represent one of the tribes composing the Zulu Nation . Below the mystical coil is a black BEER POT "Ukhamba" adorned with the head of a white beast from the royal Zulu herd . This is to symbolise the traditional generosity and hospitality of both Zulu chief and commoner. Below the beer- pot is the traditional GRAINBASKET "Isilulu", a battle axe - "Isizenze" and a knob- stick "Iwisa". This is to symbolise the

Zulu's origin from the North and a reminder to its rulers of their duty to see that the basket be kept full so that the Nation be fed , and the shield warns that the Nation be protected . 5. Below the grain- basket is a black polished worn by Zulu HEAD - RING "isicoco" the Zulu elders' symbolise dignitaries. This is to and councillors' wisdom and maturity, their inherent dignity, impeccable manners and respect "Inhlonipho" for authority 6. All these symbols stand upon four OSTRICH FEATHERS "Izimpaphe Zentshe" worn by the Zulu warriors of old. 7. Below the feathers the staff is square in shape . On two opposite sides of the square is the BROADBLADED STABBING ASSEGAI "Iklwa" used by the armies of Shaka the Zulu King. This is to symbolise the discipline and strength of the Zulu nation. 8. On the other two opposite sides of the square is portrayed the historical EVERLASTING SPEAR OF THE ZULUS - "Umkhonto Wenkosi Oyisimakade" kept by the Paramount Chief. This is to symbolise the close association the Royal House of the Zulus has with this governing body; and the Nation's continued existence. 9. On the scroll around the haft appear the WORDS OF PRAISE AND RESPECT, this Zulu Government body will utter symbolising its affirmation of loyalty and union with the Paramount Chief of the Zulus and the Royal House - "WENA WENDLOVU BAYETE!" 10. The mace is made of the inner heart wood of the Russet Willow (Combretum Apiculatum) . This tree is known to the Zulus as "Mbondwemnyama". In the time of the Zulu Kings , Shaka

and Dingane the "Keepers of Order" (and executioners) were armed with , heavy knob- sticks of this dark wood. The red wood of which the spears are made is the heart wood of the tree Rhamnus Zeyheri , known to the Zulus as "Mnini" or "Mcaka" . This wood is the 'Royal' wood of the Zulus. The mace is carried vertically and is known in Zulu as "INDUKU YOMBUSO KA ZULU".

THE FLAG OF KWAZULU

The KwaZulu Flag Act, 1977 (Act No. 6 of 1977) was published in the KwaZulu Official Gazette , Volume No. 10 dated 28 October 1977. The Flag was first flown in Ulundi at the building where the Legislative Assembley held its sessions on 10 May 1978. Followings is a description of the Flag: "The width of the Flag of KwaZulu shall be equal to two-thirds of its length . On the left of the Flag shall be a vermillion coloured vertical panel of which the width shall be equal to one third of the width of the Flag and in the middle of this panel shall be portrayed in white a shield of a Zulu warrior, five-ninths the height of the Flag.

The right hand portion of the Flag shall be divided into five horizontal panels. The top and the bottom panels shall be white and each of these panels shall be equal to one-third of the height of the Flag. The middle three portions shall be equal in width and coloured from top to bottom , gold , green and black . The KwaZulu Flag shall be flown side by side with the National Flag of the Republic at the building where the Legislative Assembly holds its sessions, at the principal administrative offices of each department and all main district offices of the Government of KwaZulu and at such other places in KwaZulu as the Chief Minister may determine ."

He maintains liaison with the Urban Representatives who see to the interests of Zulus mainly in the urban areas in the Republic and attends to certain public relations functions in close collaboration with the Bureau of Communication and other branches and departments.

The KwaZulu Legislative Assembly which has its seat at Ulundi , the capital of KwaZulu , consists of 131 members, viz. the Ingonyama/King, his personal representative nominated by him from the royal family, three chiefs from each of the 24 regional authorities, with one each from two tribal authorities which have direct representation and 55 lay elected members elected by the registered Zulu voters . The local government branch provides guidance and services to tribal/community authorities and to regional authorities and attends to ethnological research and records. There are 251 Chiefs in KwaZulu and 215 tribal and community authorities have been proclaimed and their areas of jurisdiction determined . The main functions of the bureau of community development and Youth Affairs are to promote the development of the people of KwaZulu based on as much self-help and self reliance as possible and also to assist the youth of the nation to develop in the direction such that they find their place in the development of their nation . The programme of the Bureau of Community Development and Youth affairs include grass roots projects; formation of co-operatives and credit unions; group action based on resources which communities can tap within themselves. Youth Affairs embrace Youth Action ; Youth Camps and Youth Community projects. The Bureau of Communication has to promote the good image of the KwaZulu Government Service and attend to two-way communication between the KwaZulu Government and the Zulu electorate as well as the general Public through public relations and field services officials, publications and the media . The Administration branch attends to staff functions and renders auxiliary services to the other branches involved in the line functions of the department.

The Conservation of the natural resources of KwaZulu has been given new impetus by the formation of a Bureau of Natural Resources under the direct control of the Honourable the Chief Minister of KwaZulu , Chief Mangosuthu G. Buthelezi. Chief Buthelezi, who has already established an international reputation as a conservationist, said the new Bureau is a significant step in view of the enormous environmental problems confronting KwaZulu . One of its main functions is the development of the tourist industry in KwaZulu . The region has tremendous potential in this regard and the Bureau is presently devising an extensive tourism plan for KwaZulu . The tourism facilities of KwaZulu will be aimed at the South African market as well as at the lucrative international market. The Bureau is involved in the protection and rational utilisation of KwaZulu's total environment. It is concerned with such basic environmental issues as

pollution control , combatting soil erosion , regional development plans (one such plan for Maputaland has already been completed) and environmental impact studies . The Nature Conservation Section forms the nucleus around which the Bureau is being built and it is widening its scope beyond the development of game and nature reserves to which nature conservation departments traditionally confine themselves . There are no illusions about the enormity of the task ahead, but with the understanding and backing of the Honourable Chief Minister, his Cabinet and KwaZulu's people the challenge can be met and won. The Bureau has already identified and started to develop 18 priority conservation areas and embarked

upon a survey of indigenous plant utilisation in Maputaland ; a survey of the ecology of the Kosi Lake System ; a study of the utilisation of rock life by the people of Maputaland, and large scale extension projects aimed at informing the people of KwaZulu of their environment and how to conserve it for future generations . KwaZulu is faced with tremendous environmental problems, which, if not actively and successfully countered on an ongoing basis , will lead to a further serious drop in the quality of life of the people inhabiting the region. These problems are closely linked with the rapid increase in the population of KwaZulu and are exacerbated by the shortage of land which Zulus encounter. As a result, housing needs are swallowing up arable land and cultivation has been forced to move into marginal and fragile ecosystems , often causing irreparable damage to the environment . High human populations in rural areas inevitably go hand in hand with high stock numbers and when this is accompanied by confinement to a fixed fragile environment such as hillsides which abound in KwaZulu - severe overgrazing results. The effect this has on soil erosion is evident to anyone who has travelled through KwaZulu . In addition to addressing this grave problem, the Bureau is devising ways and means of saving the indigenous forests of KwaZulu . It has been established that 80 per cent of the forests proclaimed between 1942 and 1952 have been chopped out totally or damaged so severely that they will never recover. Rural people who are not provided with energy sources such as electricity require an estimated one ton of firewood

per person per year. In addition , they utilise large quantities of wood for building houses and enclosures for domestic stock. All these factors combine to result in an alarming over-utilisation of indigenous forests. This is a serious situation even if forests are viewed as a source of energy only. The problem is compounded to catastrophic proportions if it is also taken into account that forests exercise considerable control over patterns of climate, hydrology, circulation of nutrients, erosion and water. Furthermore , KwaZulu as a developing region is faced with the environmental consequences of large housing schemes, roads, railways, bridges, power lines, huge earthworks, dams and factories brought about by rapid urbanisation and industrialisation . These changes to the environment, invariably to its detriment, are being studied by the Bureau and preventive measures are being formulated . Its main objective is to improve the quality of life of all the people living in KwaZulu by ensuring that they live in a healthy environment . The four main functions of the Bureau are:

POPULATION MATTERS The Department is responsible for the issue of citizenship certificates to persons who are entitled to be registered as citizens of KwaZulu as well as to those non-Zulus who apply for KwaZulu citizenship in terms of Act 13 of 1978. The possession of a citizenship certificate is a pre-requisite for a person to be registered as a KwaZulu voter. The registered voters of KwaZulu elect 55 members of the KwaZulu Legislative Assembly for representation of the 26 electoral divisions .

FUNCTIONS: The Department of Works is responsible forthe erection of hospitals and clinics, schools and colleges, dwelling houses for Government officials , offices and workshop complexes and the development of townships , the supply of electricity , purified water and sewage treatment and disposal , as well as the construction of irrigation dams and canals . The Department also constructs and maintains all Government roads, bridges and airfields in KwaZulu . All engineering survey work is also the responsibility of the Department and its Drawing Office is available to all other KwaZulu Departments.

ORGANISATION: The overall control of the Department is vested in the Secretary for Works who is also the Accounting Officer for the Department. He is assisted by four Chief Engineers, an Assistant Secretary Administration , an Assistant Secretary Transport and four Regional Directors who are based at the Regional Offices at Nongoma; forthe Northern Region , Gezinsela; for the Coastal Region, Mpumalanga; for the Southern Region and Ezakheni : for the Midland Region . of the Northern and Midland Region is vested in one Chief Engineer and that of the Southern and Coastal Region in another of the Chief Engineers referred to above. The Administrative Division , under the direct control of the Assistant Secretary Administration , performs auxiliary services which include staff matters, leasing and control of accommodation, typing and duplicating services, purchase and control of stores, compiling of estimates and control and payment of accounts. The Transport Division is responsible for providing the transport needs of all the KwaZulu Government Departments . ERECTION OF BUILDINGS AND PROVISION OF SERVICES: The erection of buildings such as houses, schools, clinics, hospitals, offices, etc. and the provision of services such as water, sewage treatment etc. in townships and rural areas is done on a regional basis by the Regional Director and his staff. Approval for each project on a priority basis is the responsibility of the KwaZulu Cabinet . Submissions for such approvals are based on the joint recommendations of the Secretaries of all Departments of the KwaZulu Government Service and the Treasury. It is policy that as far as possible , work should be done departmentally in order to provide job opportunities for KwaZulu citizens . In many projects KwaZulu contractors are also employed . Private consultants and contractors are employed for design and construction of most major projects as the Department is not geared to undertake such works at this stage . The Regional Directors are also responsible for the maintenance and upkeep of all buildings and

services in KwaZulu. 4.

CONSTRUCTION OF ROADS AND BRIDGES , MECHANICAL SERVICES , SURVEY, DRAWING OFFICE AND TRAINING : The abovementioned functions are under the direct control of the third Chief Engineer mentioned under organisation . All construction of roads and bridges which have been identified as being the responsibility of the KwaZulu Government are dealt with by this Division . Tribal roads are the responsibility of the various Tribal Authorities concerned. Provincial roads passing through KwaZulu remain the responsibility of the Natal Provincial Administration until such time as they are transferred to the KwaZulu Government. The Mechanical Section of this Division embraces the preparation of estimates and specifications for mechanical plant and equipment required by the KwaZulu Government Service and the repair and maintenance of all mechanical plant, machinery, compressors, crushers and concrete mixers, pumps , engines , prime movers of generating sets, machinery for phormium tenax factories etc. Owing to the acute shortage of suitably trained diesel mechanics , a great deal of repair work on machines is still being undertaken on a contract basis by the suppliers and/or agents of the various makes of plant operating in KwaZulu . The Survey Section is responsible for all roads and engineering surveying required by the Departments of KwaZulu .
