The CIES Study Abroad and International Student SIG seeks to create a professional network of researchers and practitioners working to understand the issues and challenges as well as share the best practices related to international student mobility in K-12 and beyond, education abroad, and exchange programs globally. CHAPTER 1 SIG ACTIVITIES The CIES Study Abroad and International Student SIG seeks to create a professional network of researchers and practitioners working to understand the issues and challenges as well as share the best practices related to international student mobility in K-12 and beyond, education abroad, and exchange programs globally. The mission of this SIG is to promote interdisciplinary scholarship opportunities and critical dialogues by connecting professionals and academics who are involved in serving the international student population.

2019 Business Meeting in San Francisco, CA SIG History The idea of this SIG started from a group of enthusiastic scholars and practitioners who have been regularly writing and publishing on international student studies including in the Journal of International Students. They also met in 2015 CIES conference to establish a scholarly platform for sharing and presenting recent research, innovative practices to address the issues and challenges of international students and scholars. As a part of further discussion from September 10, 2016 to April 20, 2017, we organized several webinars where a panel of speakers discuss, share ideas, and learn how colleges and universities currently support these students, how they could promote best practices from their institutions and experiences and what professional development opportunities they could 1

create for themselves by having ongoing conversations. From our professional contacts in these past academic engagements, the following scholars have agreed to support in establishing this SIG.

2019 SIG Award Recipients Scope As an interdisciplinary scholarly venue, this SIG welcomes new ideas and best practices related to international student mobility, study abroad, exchange programs, student affairs from the US and around the world, and from a wide range of academic fields, including student affairs, international education, and cultural studies. The audience of this SIG includes international and domestic students, faculty, administrators,

Contribution In our work as a SIG we strive to be mindful of: Collaborating with educators and practitioners from different cultures, languages, and nationalities who are interested in researching about international students and scholars; Promoting new research and mentoring scholars who are directly/indirectly working with international student and scholars, offices of international education/student affairs, student exchange programs, and other organizations of cross-cultural studies; Sharing best practices and values on international student studies that emerge from collaborative engagement and professional growth in the field of international education. *******

Kimberly Reid is an Associate Director of Florida State University’s Center for Undergraduate Research and Academic Engagement. She earned a BA in Outdoor Education from Earlham College and an MS in International and Multicultural Education from Florida State University. She specializes in global learning and experiential education and has taught students in the United States and throughout the Global South. •

Dr. Anatoly Oleksiyenko, The University of Hong Kong

Anatoly V. Oleksiyenko is associate professor of higher education at the Faculty of Education, University of Hong Kong. His research focuses on transformations in global higher education. He has conducted studies on global mobility, international partnerships, and research capacity building in Cambodia, Canada, China, Hong Kong, Russia, Singapore, Taiwan, Ukraine, and the United States. He has published on these topics in such journals as Higher Education, Higher Education Policy, Minerva, Studies in Higher Education, and Tertiary Education and Management. He is also the author of the most recent volume Global Mobility and Higher Learning (Routledge, 2018). •

Lifetime Achievement Award: Dr. Rosalind L. Raby, California State University, Northridge & California Colleges for International Education (USA)

Dr. Rosalind L. Raby w/Committee Co-Chairs

Rosalind Latiner Raby, Ph.D. is a Senior Lecturer at California State University, Northridge in the Educational Leadership and Policy Studies Department of the College of Education and is an affiliate faculty for the ELPS Ed.D. Community College program. She also serves as the Director of California Colleges for International Education, a non-profit consortium whose membership includes ninety-one California community colleges. Dr. Raby is the past-NAFSA Education Abroad Knowledge Community College chair for NAFSA, and the past-NAFSA Region XII Community College Coordinator. Dr. Raby received her Ph.D. in the field of Comparative and International Education from UCLA and since 1984, has worked with community college faculty and administrators to help them internationalize their campuses. Dr. Raby has been publishing in the field of community college internationalization since 1985. Her latest book is International Education at Community Colleges: Themes, Practices, and Case Studies.

CHAPTER 3 SIG OFFICER AND OPENINGS SIG Officers (2018-2020) KRISHNA BISTA (SIG Founding Chair) Dr. Krishna Bista is an Associate Professor in the Department of Advanced Studies, Leadership and Policy at Morgan State University, Maryland. His research focuses on college student experiences related to classroom participation, faculty-student relationships, and cross-cultural teaching and learning strategies in higher education. Previously, Dr. Bista served as the director of Global Education at the University of Louisiana at Monroe, where he was Chase Endowed Professor of Education in the School of Education. Dr. Bista is the Founding Editor of the Journal of International Students, a quarterly publication on international education. Dr. Bista serves on the editorial review boards of several professional publications. He has reviewed book projects related to educational research, international and comparative education series for Routledge, Sage, Palgrave MacMillan, and Bloomsbury publications. His recent book is Global Perspectives on International Student Experiences in Higher Education: Tensions and Issues (Routledge, New York, 2018). Email: [email protected]

UTTAM GAULEE (SIG Chair-Elect) Dr. Uttam Gaulee is a scholar of international higher education. His research interests include community college systems, development education, and diaspora studies along with interdisciplinary perspectives on education policy, global citizenship, and cross-cultural issues in international development and geopolitics. An

assistant professor in the Community College Leadership Doctoral Program at Morgan State University, Dr. Gaulee is an advocate of the idea of community college as a vehicle for social progress and economic development in and beyond the U.S. His recent book is Global Adaptations of Community College Infrastructure (IGI, 2018). Dr. Gaulee has devoted the past two decades of his academic and professional life promoting solutions related to student success, workforce development, and institutional effectiveness. While serving as program director of the Community College Futures Assembly and Bellwether College Consortium during 2015-16, he collaborated with multiple national commissions and councils of the American Association of Community Colleges (AACC) to evaluate and promote best practices among community colleges and hosted national policy summits on workforce development, reverse transfer, and talent pipeline management. Dr. BAOYAN CHENG (SIG Secretary) Having received my doctoral degree in international education from the Harvard Graduate School of Education, I joined the College of Education, the University of Hawaii at Manoa in 2008, and am currently an associate professor there. My research focuses on international student mobility and crosscultural issues with a special emphasis on China. From the very beginning I was a steadfast supporter of a SIG devoted to international student mobility and study abroad. I believe this newly formed SIG will be an ideal platform for members to be engaged in conversations and collaborations related to those issues. Seeing the opportunity to be the SIG secretary as a service to the professional community of international education in general and CIES in particular, I hope to—through working with the SIG chairs, treasurer and webmaster— be a strong advocate for the SIG members as well as research on international students and study abroad. MANCA SUSTARSIC (SIG Treasurer) Manca Sustarsic, originally from Slovenia, is a PhD student in Educational Foundations at University of Hawai’i at Manoa. Her research interests include international student mobility and global education. Her current research focuses on the citizen diplomacy: US Department of State scholarship students at a secondary school level and their host families. Manca has had experience working with international and exchange students for the past 5 years. She works as a graduate assistant at the International Student Services. Manca earned her MA degree in Asian Studies from University of Hawai’i at Manoa, and has also studied and worked in Taiwan, Hong Kong and Thailand. E-mail: [email protected]

ROY Y. CHAN, Award Committee Co-Chair Dr. Roy Y. Chan is a scholar of Education Policy Studies at Indiana University Bloomington. He has presented scholarly papers at the CIES Annual Conference for the past seven consecutive years, volunteered at the AIEA Annual Conference four times, and presented scholarly posters at the NAFSA Annual Conference three times. More recently, Roy has served on the advisory board of the Forum on Education Abroad, where he and his colleagues published the bi-annual “2018 State of the Field” report on the current trends and patterns of education abroad. Additionally, Roy has been involved with the CIES Higher Education SIG, where he served on the awards committee in 2017-2018 under the direction of Dr. Rebecca Clothey. Roy is continuing his involvement with these programs, making improvements from last year to enhance the CIES conference experience for first-time international delegates. In August 2018, Roy will present a scholarly paper at the inaugural “World Education Research Association (WERA) 2018 World Congress” in Cape Town, South Africa where he will share his latest research findings on the changing field of higher education studies across 48 countries. Roy earned his M.A. degree in

Higher Education Administration from Boston College, his M.Ed. degree in Comparative Higher Education from University of Hong Kong (HKU), and his B.A. degree in Criminology, Law & Society from University of California, Irvine. He currently serves on the editorial advisory board of Journal of International Students and has published scholarly research articles in Studies in Higher Education, International Journal of Chinese Education, Journal of Education Policy, Planning and Administration, and The International Journal of Comparative Education and Development. In 2014, Roy co-authored a book with the Boston College’s Center for International Higher Education (CIHE), Higher Education: A Worldwide Inventory of Research Centers, Academic Programs, Journals and Publications (Rumbley, Altbach, Stanfield, Shimmi, de Gayardon, & Chan, 2014) and in 2017, he co-edited the book, The Future of Accessibility in International Higher Education (Alphin Jr., Chan, & Lavine, 2017). Dr. RYAN ALLEN,Award Committee Co-Chair My name is Ryan Allen, recent Ph.D. from Teachers College, Columbia University. My interest in international students started when I did my master’s degree at Yonsei University in Seoul, South Korea. Gaining an education abroad changed my entire worldview and career trajectory. This experience inspired me to consider the international student population from an academic angle. My research interests on these important students in the higher education sector center on international visa policies, the college selection process, cultural difference, and issues related to international mobility. Because I am a recent doctoral graduate, I believe that I can garner interest from students to our SIG future awards. I know that oftentimes people do not even realize these awards exist. I will work to make sure that our awards are publicized and recognizable. Though this position, I hope that I can grow professionally along with our recently established SIG. SHUAI (JANET) GAO, Mentorship/Webinar Chair I would like to contribute to build support base in comparative and international field where emerging scholars researching in similar areas can receive additional resources and reflect on new perspectives about international research and career paths. I have participated in both ASHE MentorNetworking Program and CIES Dissertation Mentoring Program, and found such events are extremely helpful. I am thrilled to help Study Abroad and International Students SIG create and maintain a platform like this. My Background: Janet Gao is currently a scholar at American Institutes for Research and a doctoral candidate in Educational Leadership program at The George Washington University. Her research interests include student mobility, study abroad choice, outcomes assessment, and comprehensive internationalization using both quantitative and qualitative data and methods of analysis. E-mail: [email protected] SUZAN KOMMERS, Student Representative (Chair) As a student representative, I would like to provide a platform for students to connect with peers and faculty with similar research interests, serving two goals. First, I hope to provide graduate students with the opportunity to reach out for a critical peer or to collaborate and share experiences and feedback on each other work. Second, I hope to intensify the collaboration between students and faculty within the SIG by giving faculty the chance to present their work to possibly interested students who would like to contribute. Dr. SHERRIE LEE, Regional Specialist I graduated from the University of Waikato, New Zealand. I have a master’s degree in TESOL from the University of Southern California, and I was formerly a business communications lecturer in Singapore, and have taught English learners in Singapore and China. My doctoral research examines international students’ academic-related brokering practices at a New Zealand university. My wider research interest is in international education and how education providers and stakeholders can better support the aspirations of international students. I am currently the Secretary of International Education Association (ISANA) New Zealand, a sister organization of ISANA in Australia. I oversee the organizational recordkeeping and communication channels. As the regional representative for Oceania, I aim to provide current updates of the international education scenes in Australia and New Zealand, as well as to promote collaborative opportunities for researchers and practitioners involved in international education. CHAPTER 4 SIG PUBLICATIONS Study Abroad and International Students Book Series Routledge Publishing Partnership ABOUT THE BOOK SERIES Routledge Research in Study Abroad and International Students Series offers a scholarly forum for original and innovative research to understand the issues and challenges as well as share the best practices related to international student mobility in K-12 and beyond, education abroad, and exchange programs globally that creates a professional network of researchers and practitioners. The mission of this collaborative series is to promote interdisciplinary scholarship opportunities and critical dialogues by connecting professionals and academics who are involved in serving the international student population. Specifically in the changing global context, this book series aims to serve as an advocacy forum for international students. As an interdisciplinary scholarly venue, this book series welcomes new ideas and best practices related to international student mobility, study abroad, exchange programs, student affairs from the US and around the world, and from a wide range of academic fields, including student affairs, international education, and cultural studies. The audience of this book series includes high-level researchers and postgraduate researcher (doctoral/postdocs). The books are equally important for students, faculty, administrators, policymakers, and educators engaged in research and practices in colleges and universities. We are expecting the books published in the series will be adopted as academic textbook in the graduate programs in the US, UK and beyond (e.g., PhD in Higher Education at Kent State University, University of Montana, George Mason University) where this course/topic has been taught. During the annual conference of the Comparative and International Education Society (CIES) in Mexico City in 2018, the Study Abroad and International Students SIG proposed a SIG-sponsored Study Abroad and International Students Book Series in partnership with Routledge publications. Throughout the collaborative projects including webinars, the leadership team from the STAR Scholars Network also become interested to join this series project.
