PREFACE The New Development Strategy for the

1970'1

as expreaed

through the Fourth Five Year Plan for- National Development in Pakistan was engaging the attention of the intelligenaia a s well as of the various sections of the popul)ltion in the country when the Fifth Annual Conference of the Pakistan Sociolo8fcal Aasoci�tion was held. Therefore, ' _ I in selecting the Theme for the Con�erence, namely •'Sociology and Q,evelgpment of Human Resources", the ba�ic consideration was to •

provide opportunity to the participants to study, analyze and examine the present socio-economic and administr.ative structures and instituions in the country and to evaluate their role in the light of the manpower need,.

In order t o strengthen and encourage the releasa: of human

poten�ial, a blending of the qualitiatlve and quantitative content of growth in the required proportion is needed in different stages of development.

This pre1uppo1e1 knowledge and undentanding of the

v.arious factors and their interplay in manpower development. First and foremost, among such factors considered is Education and T�aining.

Both as a social challenge and an economic requirement,

a

mass .educati_on programme is as much necessary u selective education for specialized knowledge and technical skills.

Second, the function­

ality of Social Change auumes importanc-e in as much u it gives direction and meaning to human resource development by keeping i t in tune with the changes in the occupiltional structure and g,;oup demand.

Thus, Social Planning in the present timu is

a necunry

concomitant 11f social change. Third, the Administrilti�e Structure and Manigement Policies have its own impact on the content, quality ·and form of human development.

Fourth, is the area of Theory and

Methodology th�t would offer conceptual tools and procedures for c1eamining the whole prooess of human resource development.

The

Papers contributed under this Section elaborate some of the theoretical ideas and procedures in examining tbe issues of human development. Fifth, a discuS$ion on the normative patterns, with its focus on religion 11

motivation has been included under the Sociology of religion and
