This is an old story l but it needs constant empbasis because too many people refuse to believe it. We need to strengthen our maintenance system {rom the user level on back. No increase in bud get, no chan ge in organization, and no other change that I can think of is going to ease the maintenance burden. As we modernize, our equipment will get more complex:. At the same time, the rate of modernization is such that old equipment will have to be used longer than we'd like. The cost of equipment is going up all the time. This all adds to the requirement for increased maintenance at all levels , ami it means that we have to approach our maintenance with new enthusiasm and new insight. More important, we have to get better results. The demands 01 combat effectiveness permit no other course. -G£NERAL EARLE
