CHAPTER I I THE GOVERNMENT AND ITS ADMINISTRATIVE DOCUMENTS Governmental s t r u c t u r e o f e i g h t e e n t h c e n tu ry Mexico. The government o f New S p ain , one o f S p a in ’ s two r i c h e s t and most Im portant New World c o l o n i e s , was alm ost from th e day of i t s

eonquest a v ic e r e g e n c y .

The supreme a u t h o r i t y i n th e

colony was t h e v ic e r o y , who r e p r e s e n t e d th e Spanish r u l e r ’ s a b s o l u t e p o l i t i c a l , m i l i t a r y , and r e l i g i o u s power.

In th e

second h a l f o f t h e e i g h t e e n t h c e n tu r y th o s e a p p o in te d t o th e p o s i t i o n were f r e q u e n t l y noblemen and h ig h - r a n k in g army o f ­ f i c e r s , and o c c a s i o n a l l y an im p o rta n t e c c l e s i a s t i c h e ld th e post f o r a sh o rt p e rio d . S p a n ish a d m i n i s t r a t i o n d i d n o t have a c l e a r - c u t d i f ­ f e r e n t i a t i o n between l e g i s l a t i v e , e x e c u t i v e , and j u d i c i a l fu n c tio n s.

The most im p o rtan t g o v e rn in g agency w i t h i n t h e

c o lo n y o f Mexico was t h e a u d l e n c i a , an a p p o in tiv e group o f l o c a l r e s i d e n t s who se rv e d as. b o th a supreme c o u r t and a ru d im e n ta ry l e g i s l a t u r e .

This body was v e ry je a lo u s o f i t s

p r e r o g a t i v e s , and was f r e q u e n t l y a t c r o s s purposes w ith t h e v ic e r o y s e n t from S p ain , a lth o u g h he was ex o f f i c i o p r e s i d e n t o f t h e body.

The most im p o rta n t o f i t s

r e g u l a r members was

Mexico was so g r e a t t h a t t h e r e was a second a u d i e n c i a , a t G u a d a la ja r a , to govern th e n o r t h and w e s t. R egio nal government was r e v i s e d i n 1786 i n t o a system

6 o f " i n t e n d a n c i e s , ” o f which t h e r e were tw e lv e ; t h e n o r th e r n f r o n t i e r a r e a s were u nd er t h e m i l i t a r y government o f a comandante g e n e r a l .

The i n t e n d a n c i e s were broken down i n t o

s m a lle r u n i t s , which do not f i g u r e i n t h e p i c t u r e of govern­ ment p u b l i c a t i o n except as r e c i p i e n t s o f o f f i c i a l o r d e r s . At f i r s t t h e r e was a s e p a r a t e o f f i c i a l ( t h e S u p e r in te n d e n te ) o ver t h e tw elve i n t e n d a n t s , b u t in 1789 t h i s assignm ent was g iven to t h e v ic e r o y ex o f f i c i o .

In Mexico C ity t h e r e was a f u l l - s c a l e m u n ic ip a l gov­ ernment, b u t t h e p o s i t i o n o f t h e v i c e r o y —e s p e c i a l l y when h e had an a c t i v e i n t e r e s t i n m u n ic ip a l a f f a i r s ,

of th e e i g h t e e n t h c e n tu ry t h e r e were f o u r o r f i v e b ig p r i n t ­ in g houses i n Mexico C i ty , each c a p a b le o f p roducing im p r in ts of any s i z e and o f c o n s i d e r a b l e c o m p le x ity .

item s im ported were m a tr ic e s f o r c a s t i n g t y p e , and Valdes claim ed exemption from s a l e s ta x on them, on th e p r e c e d e n t o f F e l i p e Zuniga y O n tiv e r o s , who had r e c e i v e d such exemption on m a tr ic e s im ported i n 1776.

The government g r a n te d t h i s claim
