ВВЕДЕНИЕ

Учебное пособие предназначено для студентов I-II курсов, обучающихся на экономических факультетах. Данное пособие рассчитано для аудиторной работы на занятиях по английскому языку. Одна из насущных потребностей XXI века – потребность в высококвалифицированных специалистах со знанием иностранного языка, готовностью осуществлять профессиональное межкультурное общение, которое невозможно без профильной подготовки специалистов на английском языке. Выпускникам неязыковых вузов иностранный язык требуется, главным образом, для более глубокого освоения своей специальности и для практического использования в профессиональной деятельности. Учитывая вышесказанное необходимо отметить, что представленное учебное пособие непосредственным образом раскрывает одну из основных задач обучения английскому языку, а именно – формирование у студентов умений работать с оригинальной англоязычной литературой по специальности. Учебное пособие состоит из двух частей: 1) грамматической теории 2) 14 уроков, включающих оригинальные тексты по экономической специальности на английском языке; систему лингвистических упражнений после тексов; словарь перед каждым текстом для облегчения понимания прочитанного и расширения словарного запаса студентов. Проверочный тест находится в конце учебного пособия. Каждый урок имеет одинаковую структуру. Упражнения на проведение студентом сопоставительного анализа интернациональных слов и их русских эквивалентов, способствует расширению знания общеэкономической лексики. Другая форма пополнения лексической базы – задания по подбору эквивалентного перевода слов и выражений по теме урока. Данное учебное пособие отвечает современной концепции обучения иностранному языку, которая направлена не только на накопление некоторой суммы знаний, но и на создание необходимых условий для успешного решения конкретных, возникающих естественным образом задач межкультурной коммуникации.

ГЛАГОЛ

Глагол to do спрягается во всех временах действительного и страдательного залогов согласно общим правилам спряжения глаголов. Глагол to do может употребляться: в качестве смыслового глагола со 6

значением "делать": I shall do it tomorrow. - Я сделаю это завтра. В качестве вспомогательного глагола: для образования вопросительного и отрицательного предложения настоящего неопределенного и прошедшего неопределенного времени: Do you speak English? - Вы говорите по-английски? Не didn't work here yesterday. - Вчера он здесь не работал.



Для образования отрицательной формы повелительного наклонения: Do not (don't) open the window. - He открывай окно.



Для усиления значения действия: But I do know him. - Но я (действительно) знаю его. I did do it. - Я (действительно) это сделал. SHALL И WILL

ГЛАГОЛЫ





Глаголы shall и will самостоятельного значения не имеют. Они употребляются: для образования будущих времен: We shall finish our work tomorrow. Мы закончим нашу работу завтра. Не will have finished his work by 10 o'clock. - Он закончит свою работу к 10 часам. для выражения долженствования: Shall I read? - Мне читать? НАСТОЯЩИЕ ВРЕМЕНА PRESENT TENSES Настоящее простое Время Present Simple



Настоящее простое время (the Present Simple) образуется при помощи инфинитива смыслового глагола без частицы to. Глагол в форме третьего лица единственного числа имеет окончание — s/ -es. We walk. - Не (she) walks. They start. - It starts. Вопросительная и отрицательная формы глагола образуются при помощи вспомогательного глагола do, does (don't, doesn't) в настоящем времен и инфинитива смыслового глагола без частицы to, 7

Do you like sweets? - I don't like them. Does she play the piano? - She doesn't play the piano. Это время, как правило, употребляется со следующими наречиями: always, ever, as a rule, never, every day (week, etc.), now and then, from time to time, generally, seldom, usually, regularly, rarely. •

The Present Simple употребляется для выражения: 1.Обычных фактов, регулярных, повторяющихся действий в настоящем времени. My friends like to travel. He visits his grandparents every Sunday. We have English grammar twice a week. 2. Общеизвестных истин. Это время характерно для пословиц и поговорок, в которых отражается человеческий опыт и мудрость. The Universe is endless. The sun rises in the east and sets in the west. Still waters run deep. Old love doesn't rust. 3. Последовательности действий, происходящих в момент речи. She enters the room, sees a fax on the table, reads it, and calls the secretary. 4. Действия, происходящего в момент речи с глаголами, которые обычно не употребляются в длительной форме. К их числу относятся глаголы чувственной и умственной деятельности, а также глаголы обладания: see, hear, sound, believe, belong, understand, need, realize, remember, prefer, sound, possess, own. I believe you understand me. It really sounds great. This house belongs to my parents. Don't worry, I remember your address. Now I realize that you believe me. - Who owns this car? - I do. 5. Времени, уступки, условия в придаточных предложениях после союзов when, till, until, as soon as, before, after, if, unless, in case, on condition that, even if. If Ted gets this job, he'll be happy. Shall I see you before you leave? Decide this question as soon as the boss comes. 8

Even if he learns the truth, he will not be cross with me. 6. Прошедших действий с глаголами to forget, to hear, to be told. I forget your telephone number, («забыла») We are told she is leaving soon, («нам сказали») I hear you are doing well, («слышал»). Настоящее продолженное время Present Progressive Настоящее продолженное время (the Present Progressive) образуется при помощи вспомогательного глагола to be в the Present Simple (am, are, is) и причастия I смыслового глагола (четвертая форма глагола с окончанием —ing). I am doing it well. We are thinking about it. She is walking in the park at the moment. Вопросительная и отрицательная формы: образуются при помощи глагола to bе в нужной форме. Am I doing it well? We are not thinking about it. Is she walking in the park? Это время употребляется со следующими наречиями: always, now, at the moment, constantly, right now.

• The Present Progressive может выражать: 1. Действие, происходящее в момент речи. The kids are watching the new cartoons now. The team is playing very well today. I can't understand what you are doing. 2. Действие, охватывающее некоторый период времени в настоящем. She is working too hard this term. No ice-cream for me. I am slimming. Nelly is studying at the University. She is writing her diploma now. 3. Эмоционально окрашенную характеристику лица. Как правило, это отрицательная оценка 9

Не is constantly talking about hockey. Why are yоu always losing your things? Примечание 1. Глаголы be, look, feel мог употребляться в длительной форме для выражения действия в какой-то конкретный момент. I am feeling better today. Little Nick is being difficult this week. You're looking rather strange. Are you feeling all right? 4. Заранее запланированное действие, которое произойдет в ближайшем будущем. Употребляется с глаголами движения move, come, go, leave, return, start. We are leaving tomorrow. They are returning next month. Are you moving to the new flat? 5. Действие в процессе, которое протекает одновременно с другим действием (в the Present Simple). Это время употребляется в придаточных предложениях времени и условия после союзов when, while, as long as, if, in case, unless. David always talks when he is eating. Watch traffic lights when you are crossing the road. Try not to make noise when you are drinking your tea. Примечание 2. Глаголы see, hear, understand могут также употребляться в длительной форме для выражения сильных эмоций. I can't believe what I'm hearing and seeing. Am I understanding you correctly, my dear? And I knew it was my mother's face I was seeing in my mind. Настоящее совершенное время Present Perfect • Настоящее совершенное время (the Present Perfect) образуется при помощи вспомогательного глагола to have в the Present Simple (have, has) и смыслового глагола в форме причастия II (третьей формы глагола). I have done it. Не has come. Вопросительная и отрицательная формы образуются следующим образом: Have you done it? - I haven't done it. Has he worked? - He hasn't worked. 10

The Present Perfect может быть результативным и длительным. • Результативный настоящий перфект (the Present Perfect Resultative) выражает законченное действие, связанное с настоящим моментом через этот результат. На русский язык это время переводится глаголом совершенного вида в прошедшем времени («купил», «сделал», «прочитал»). I’ve bought a new disc today. Let's listen to it. You can't see her. She has gone home. The Present Perfect, как правило, употребляется со следующими наречиями: ever, just, already, before, never, not... yet, lately, of late, so far, recently. Recently в значении "not long ago" («не так давно») употребляется с глаголом в прошедшем времени (the Past Simple). I started painting only recently. We met quite recently. Recently в значении "for a short period of time before the present" («за последнее время») употребляется с глаголом в the Present Perfect. I haven't heard from her recently. He has made good progress recently. Have you bought anything new lately? I haven't had lunch yet. She hasn't written to me so far. Just, как правило, употребляется с глаголом Present Perfect. Just now употребляется о глаголом в the Past Simple. Сравните: I have just heard this news. She was here just now. Примечание 1. The Present Perfect возможно с обстоятельствами времени, которые обозначают незаконченный период времени (today, this morning, this week, this month, this year и т. д.). Если период времени окончен, то используется простое прошедшее время (the Past Simple). Did you read the article in "The Times" this morning? (утро закончилось) I haven't had time to look at the paper today, (сегодняшний день еще не закончился) Примечание 2. The Present Perfect не употребляется в вопросах, которые начинаются со слов when и how. В этих случаях используется простое прошедшее время (the Past Simple). When did you meet? 11

How did it happen? В вопросах, начинающихся со слов who, why, where, what, what ... for, возможны как the Present Perfect, так и the Past Simple. Who has done it? - Who did it? What has happened? - What happened? What have they come for? - What did they come for? Where have you been all this time? - Where were you? Примечание 3. The Present Perfect употребляется в придаточных предложениях времени, вводимых союзами when, before, as soon as, till, until, after для того, чтобы подчеркнуть завершенность действия. I shall believe you only after you have told me the truth. We shall talk about it after we have had supper. You'll go for a walk as soon as you have done the work. Charlie, you won't go for a walk until you have eaten up your porridge. • Длительный настоящий перфект (the Present Perfect Durative) выражает действие, которое началось в прошлом, длилось какой-то период времени и все еще продолжается. Это время употребляется с глаголами, не имеющими формы продолженного времени (Progressive). К ним относятся: be, have, see, hear, know, understand, like, love, hate, want, believe, remember, own, possess. Период времени, в течение которого происходит то или иное действие, обозначается фразой с предлогом for. На момент, с которого началось действие, как правило, указывает слово since. На русский язык это время переводится глаголом в настоящем времени. We have known each other for ten years. (Мы знаем друг друга десять лет.) They have been partners since 1993. (Они партнеры с 1993 года.) Не has had this car for five years already. (Он имеет эту машину уже пять лет.) I have owned this flat since my parents bought Ш for me. (У меня эта квартира с тех пор, как мои родители купили ее для меня.) Это время переводится на русский язык глаголами несовершенного вида в настоящем времен («знаю», «имею», «владею»). Примечание. В предложениях с for-фразами обозначающими период времени, возможно употребление как the Present Perfect, так и the Past Simple. Если этот период относится к прошлому и не связан с настоящим, то употребляется the Past Simple. I studied music for five years when I was a child. 12

We stayed in Riga for two months last year. Если период, в течение которого длится действие, непосредственно связан с настоящим моментом речи (включая или исключая его), то используется the Present Perfect. I have been here for an hour and I am going to leave. We have known him for seven years and we like him very much. Настоящее совершенное продолженное время Present Perfect Progressive •



Настоящее совершенное продолженное время (the Present Perfect Progressive) образуется с помощью вспомогательного глагола to be в the Present Perfect (have been, has been) и причастия I (четвертой формы) смыслового глагола. I have been living in St. Petersburg all my life. She has been reading since morning. В вопросительных предложениях первый вспомогательный глагол (have\ has) ставится перед подлежащим. Have you been living in St. Petersburg all your life? Has she been reading since morning? В отрицательных предложениях отрицательная частица not ставится после первого вспомогательного глагола. I have not been living in St. Petersburg all my life. She has not been reading since morning. The Present Perfect Progressive может быть двух типов: длительным (Durative) и результативным (Resultative). The Present Perfect Progressive Durative обозначает действие, которое началось в прошлом, продолжалось какое-то время и все еще длится. Слова since и for выражают соответственно момент, с которого началось действие, и период времени, в течение которого это действие продолжается: since 5 o'clock, since yesterday, for an hour, for a long time, for ages, for a month. It has been raining since morning. ( Дождь все еще идет.) They have been waiting for the train for half an hour. ( Они все еще ждут.) I have been thinking of you since I first saw you. (Я думаю о тебе с тех пор, как увидел тебя в первый раз).

Это время переводится на русский язык глаголами несовершенного вида в настоящем времени («идет», «ждут» и т. д.). Специальные вопросы часто начинаются со слов: How long? Since when...? How long have you been waiting for us? Since when have you been learning English? • The Present Perfect Progressive Resultative обозначает действие, которое началось в прошлом, продолжалось какой-то период времени и только что закончилось, и результат этого действия очевидец. Come in! I've been looking for you. Why are you silent? Have you been talking about me again? Don't tell your father what we have been doing. Это время переводится на русский язык глаголами несовершенного вида в прошедшем времени («искали», «говорили», «делали» и т. д.). ПРОШЕДШИЕ ВРЕМЕНА PAST TENSES Прошедшее простое время Past Simple • Прошедшее простое время (the Past Simple)в английском языке выражается второй формой смыслового глагола. He came. Не saw. Не won. Не lost the game. Вопросительная и отрицательная формы образуются при помощи вспомогательного глагола do в прошедшем времени (did/did not) и инфинитива смыслового глагола без частицы to. Did he come. - He did not come. Did he see? - He did not see. Did he win? - He did not win. Did he lose the game? - He did not lose the game. • The Past Simple употребляется для выражения: 1. Действия, имевшего место в прошлом и никак не связанного с настоящим моментом; на время совершения действия могут указывать слова: yesterday, ago, last week, the other day и т. д. He left yesterday. I read the book long ago. We met last week. 14

2. Последовательности действий при описании развития событий. I got up at nine o'clock yesterday, had a cold shower, dressed and made a cup of tea and some sandwiches. I had breakfast, read a paper and at about ten o'clock went to the office. 3. Действия, которое длилось некоторый период времени в прошлом и теперь закончено. Для обозначения периода времени обычно используются фразы с предлогами for и during. Yesterday I walked in the park for two hours. He studied hard for six years to become a doctor. We met a lot of interesting people during the voyage. Something unusual happened during the performance. 4. Обычных, повторяющихся действий, на которые указывают слова every (day, week, etc) usually, regularly, often, always, as a rule и т. д. Every Sunday she visited her relatives and helped them about the house. He attended all the lectures regularly last year. Примечание. Для выражения повторяющихся действий в прошлом используется также конструкция used to+инфинитив («иметь обыкновение что-то делать»). My mother and I used to discuss all our problems. Last year I used to walk out my dog every morning. Вопросительная и отрицательная формы конструкции образуются при помощи вспомогательных глаголов did, didn't. Не used to smoke when he was young. Did he use to smoke when he was young? He didn't use to smoke when he was young. He never smoked when he was young.

Прошедшее продолженное время Past Progressive •



Прошедшее продолженное время (the Past Progressive) образуется с помощью вспомогательного глагола to be в the Past Simple (was/were) и причастия I смыслового глагола. I was reading. She was writing. В вопросительном предложении вспомогательный глагол выносится перед подлежащим. Were you reading? Was she writing? The Past Progressive употребляется для выражения: 1.Действия, которое происходило в определенный момент в прошлом. Этот прошедший момент может быть указан с помощью другого действия в форме the Past Simple или же обстоятельством времени. You were sleeping when I left. She was having tea at five o'clock yesterday. 2.Действия, занимающего некоторый период времени в прошлом. When I met Helen in the street she told me that she was studying at the University. I knew that she was writing a new novel. 3.Характеристики человека в эмоционально окрашенной речи. This dealer was always talking about money! Whenever I met Peter he was constantly talking about his car. When I was a kid my mother was hiding sweets from me all the time! 4.Необычного, нехарактерного для человека состояния, поведения в определенный момент в прошлом. В этом значении, как правило, употребляются глаголы, не имеющие формы продолженного времени (Progressive). Не was happy as his wife was feeling better now. She couldn't believe what she was seeing and hearing. We couldn't understand why he was being so rude to us. 5.Действия в процессе в придаточных предложениях с союзом while. В главном предложении, как правило, употребляется the Past Simple. She watched TY while the children were playing in the garden. While Nancy was cooking dinner, her husband read the letter.

Прошедшее совершенное время Past Perfect •



Прошедшее совершенное время (the Past Perfect) образуется с помощью вспомогательного глагола to have в the Past Simple (had) и причастия II смыслового глагола. I had seen it. She had done it. They had arrived. Вспомогательный глагол had используется при образовании отрицательной и вопросительной форм. Had you seen it? She hadn't done it. The Past Perfect употребляется: 1. Для выражения действия, которое закончилось до определенного момента в прошлом. Этот момент может быть обозначен обстоятельством прошедшего времени или другим действием в прошлом. Matilda had finished reading the book by 9 o'clock (by that time, by Saturday). Yuri had done the work by the time his parents returned. They had finished the project by the end of the year. 2.С глаголами, не имеющими формы продолженного времени, для выражения действия, которое началось до определенного момента в прошлом и все еще было в процессе в этот момент. Не told me he had been badly ill since he returned from the South. I knew that they hadn't seen each other for many years. He realized he had been in love with her for a long time. They had owned the house for twenty years when they decided to sell it. 3. Для выражения двух прошедших действий, одно из которых находится в процессе, а второе завершилось к началу первого действия. The sky had cleared and the moon was shining on the snow. Rita had done the work and was speaking on the telephone. 4. В сложноподчиненных предложениях с придаточными времени, вводимыми союзами scarcely ... when, hardly ... when, no sooner ... than («не успел ... как»; «едва ... как»). Hardly had the children got out of the house, when they saw a stranger in the yard. No sooner had Mary entered the garden, than she saw a beautiful bird. Scarcely had the spy left the pub, when the policemen caught him.

Прошедшее совершенное продолженное время Past Perfect Progressive • The Past Perfect Progressive образуется с помощью вспомогательного глагола to be в the Past Perfect (had been) и причастия I смыслового глагола. We had been walking. She had been walking. В вопросительных предложениях первый вспомогательный глагол выносится перед подлежащим. Had you been walking? Had she been walking? В отрицательных предложениях отрицательная частица not ставится после первого вспомогательного глагола. We had not been walking. She had not been walking. The Past Perfect Progressive выражает действие, которое началось до определенного момента или действия в прошлом и продолжалось вплоть до этого момента (включая или исключая его). They were tired as they had been walking for a long time already. She put aside the book which she had been rending. Sarah was the girl he had been looking for all his life. БУДУЩИЕ ВРЕМЕНА. ДРУГИЕ СПОСОБЫ ВЫРАЖЕНИЯ БУДУЩНОСТИ FUTURE TENSES. OTHER MEANS OF EXPRESSING FUTURE ACTIONS Будущее простое время Future Simple •

Будущее простое время (the Future Simple) образуется при помощи вспомогательных глаголов shall и will и инфинитива смыслового глагола без частицы to. I shall call you tomorrow. He will soon come back. В современном английском языке есть тенденция к употреблению вспомогательного глагола will для всех лиц. Вспомогательные глаголы shall и will используются в образовании вопросительных предложений. Для первого лица употребляется только глагол shall. Shall I help you? Shall we see you again? Will they join us? What will you do next? В отрицательных предложениях отрицательная частица not следует за первым вспомогательным глаголом. We shall not meet soon. They will not join us. С the Future Simple, как правило, употребляются следующие слова и фразы: tomorrow, the day after tomorrow, one of these days («на днях»), next week... , in the near future, soon, some day, in, two days, in a year, in a month. The Future Simple выражает: 1. Действие, которое будет совершено в будущем. We shall meet and have a chat one of these days. It will be cold tomorrow. They will discuss it as soon as possible. 2. Будущее продолженное время (the Future Progressive) образуется при помощи вспомогательного глагола to be в the Future Simple (shall be, will be) и причастия I смыслового глагола. • Согласование времен (the Sequence of Tenses) необходимо при передаче слов собеседника (при переходе прямой речи в косвенную). Наречие времени, места, указательное местоимение меняются следующим образом: yesterday – the day before, the previous day today – that day, the same day tomorrow – the day after, the following day the day before yesterday – two days before the day after tomorrow – in two days time last week – the week before the previous week now – then, immediately next week – the week after, the following week ago – before this – that these – those here – there Правила согласования времен обычно соблюдаются в различных придаточных предложениях: 1.Если глагол в главном предложении стоит в форме настоящего или будущего времен, то глагол в придаточном предложении может быть в любом времени, необходимом по смыслу. They wonder where I am (was, will be, have been). We don't know what she thinks (thought, will think) about it. 2. Если глагол в главном предложении стоит в форме прошедшего времени, то в придаточном предложении происходит сдвиг времен. The question is not being discussed now. • Пассивный залог в английском языке употребляется, как правило, с переходными глаголами, то есть с глаголами, которые имеют после себя дополнение: 1. Ряд английских глаголов может иметь два дополнения прямое и косвенное. Модальные глаголы The Modal Verbs • Модальные глаголы - это глаголы, обозначающие не само действие, а отношение к нему говорящего. I must come and see my parents next Sunday. Я должен навестить своих родителей в следующее воскресенье. He can speak three languages. Он может говорить на трех языках. • Модальные глаголы в английском языке не имеют формы инфинитива, неличных форм на -ed, -ing, не принимают окончание -s, es в 3-ем лице единственного числа Present Indefinite, т.е. не спрягаются. Герундий имеет четыре формы: 1.Простой герундий (indefinite gerund). Stark sat without speaking. Старк сидел молча. 2.Перфектный герундий (perfect gerund). Microeconomics, like macroeconomics, is a fundamental method for analyzing the economy as a system. Microeconomics means economics in the small. It treats households and firms interacting through individual markets as irreducible elements of the economy, given scarcity and government regulation. Markets bring together buyers and seller of goods and services. In some cases, such as a local fruit stall, buyers and we meet physically. In other cases, such as the stock market, business can be transacted over the telephone, almost by remote control. We need not go into these details. Instead, we use a general definition of markets. A market is a shorthand expression for the process by which households' decisions about consumption of alternative go firms' decisions about what and how to produce, and workers' decision about how much and for whom to work and reconciled by adjustment of prices. Prices of goods and of resources, such as labor, machinery and land, adjust to ensure that scarce resources are used to produce those goods and services that society demands. Much of economics is devoted to the study of how markets and prices enable society to solve the problems of what, how, and for whom to produce. Suppose you buy a hamburger for your lunch. What does this have to do with markets and prices? You chose the cafe because it was fast, convenient and cheap. Given your desire to eat, and your limited resources, the low hamburger price told you that this was a good way to satisfy your appetite. You probably prefer steak but that is more expensive. The price of steak is high enough to ensure that society answers the "for whom" question about lunchtime steaks in favor of someone else. Now think about the seller's viewpoint. The cafe owner is in the 62

business because, given the price of hamburger meat, the rent and the wages that must be paid, it is still possible to sell hamburgers at a profit. The student behind the counter is working there because it is a suitable part-time job which pays a bit of money. If the wage were much lower it would hardly be worth working at all. Conversely, the job is unskilled and there are plenty of students looking for such work, so owners of cafes do not have to offer very high wages. Prices are guiding your decision to buy a hamburger, the owner's decision to sell hamburgers, and the student's decision to take the job. In microeconomics, production is the conversion of inputs into outputs. It is an economic process that uses inputs to create a commodity for exchange or direct use. Production is a flow and thus a rate of output per period of time. Distinctions include such production alternatives as for consumption (food, haircuts, etc.) vs. investment goods (new tractors, buildings, roads, etc.), public goods (national defense, small-pox vaccinations, etc.) or public goods ( new computers, bananas, etc.), and “guns” vs. ”butter”. Opportunity cost refers to the economic cost of production: the value of the next best opportunity foregone. Choices must be made between desirable yet mutually exclusive actions. It has been described as expressing "the basic relationship between scarcity and choice. The opportunity cost of an activity is an element in ensuring that scarce resources are used efficiently, such that the cost is weighed against the value of that activity in deciding on more or less of it. Opportunity costs are not restricted to monetary or financial costs but could be measured by the real cost of output forgone, leisure, or anything else that provides the alternative benefit (utility). Inputs used in the production process include such primary factors of production as labour services, capital (durable produced goods used in production, such as an existing factory), and land (including natural resources). Other inputs may include intermediate goods used in production 67

Text A. The theory of supply and demand is an organizing principle for explaining how prices coordinate the amounts produced and 72

In microeconomics, it applies to price and output determination for a market with perfect competition, which includes the condition of no buyers or sellers large enough to have price-setting power. For a given market of a commodity, demand is the relation of the quantity that all buyers would be prepared to purchase at each unit price of the good. Demand is often represented by a table or a graph showing price and quantity demanded. Demand theory describes individual consumers as rationally choosing the most preferred quantity of each good, given income, prices, tastes, etc. A term for this is 'constrained utility maximization' (with income and wealth as the constraints on demand). Here, utility refers to the hypothesized relation of each individual consumer for ranking different commodity bundles as more or less preferred. The law of demand states that, in general, price and quantity demanded in a given market are inversely related. That is, the higher the price of a product, the less of it people would be prepared to buy of it (other things unchanged). As the price of a commodity falls, consumers move toward it from relatively more expensive goods (the substitution effect). In addition, purchasing power from the price decline increases ability to buy (the income effect). Other factors can change demand; for example an increase in income will shift the demand curve for a normal good outward relative to the origin. Text B. Supply is the relation between the price of a good and the quantity available for sale at that price. Producers, for example business firms, are hypothesized to be profit-maximizers, meaning that they attempt to produce and supply the amount of goods that will bring them the highest profit. Supply is typically represented as a directly-proportional relation between price and quantity supplied (other things unchanged). That is, the higher the price at which the good can be sold, the more of it producers will supply. The higher price makes it profitable to increase production. Just as on the demand side, the position of the supply can shift, say from a change in the price of a productive input or a technical improvement. Market equilibrium occurs where quantity supplied equals quantity demanded. At a price below equilibrium, there is a shortage of quantity supplied compared to quantity demanded. This is posited to bid the price up. At a price above equilibrium, there is a surplus of quantity supplied compared to quantity demanded. This pushes the price down. The price in equilibrium is determined by supply and demand. In a perfectly competitive market, supply and demand equate marginal cost and marginal utility at equilibrium. People frequently do not trade directly on markets. Instead, on the supply side, they may work in and produce through firms. The most obvious kinds of firms are corporations, partnerships and trusts. According to Ronald Coase people begin to organise their production in firms when the costs of doing business becomes lower than doing it on the market. Firms combine labour and capital, and can achieve far greater economies of scale (when the average cost per unit declines as more units are produced) than individual market trading. In perfectly-competitive markets studied in the theory of supply and demand, there are many producers, none of which significantly influence price. Pollution can be a simple example of market failure. If costs of production are not borne by producers but are by the environment, accident victims or others, then prices are distorted. The term "market failure" encompasses several problems which may undermine standard economic assumptions. Although economists 82

categorize market failures differently, the following categories emerge in the main texts. Natural monopoly, or the overlapping concepts of "practical" and "technical" monopoly, is an extreme case of failure of competition as a restraint on producers. Elementary demand-and-supply theory predicts equilibrium but not the speed of adjustment for changes of equilibrium due to a shift in demand or supply. In many areas, some form of price stickiness is postulated to account for quantities, rather than prices, adjusting in the short run to changes on the demand side or the supply side. This includes standard analysis of the business cycle in macroeconomics. Analysis often revolves around causes of such price stickiness and their implications for reaching a hypothesized long-run equilibrium. A major macroeconomic indicator is the unemployment rate. In the United States, the Bureau of Labor Statistics (BLS) conducts a monthly survey of a sample of households in which it asks whether individuals in the household are employed or have searched for work recently. Those who have done neither are deemed to be out of the labor force. Of those in the labor force, the percent that is not working is the unemployment rate. Another employment survey is called the payroll survey. The BLS asks all large employers and a sample of small employers to report the number of employees on their payrolls. This gives an alternative measure of total employment, one that is considered to be a bit more reliable than the household survey. When aggregate demand goes up in the economy, employment goes up and unemployment goes down. This makes sense, because as firms must meet the need for more output, they have to hire more workers. A typical unemployment rate for the U.S. economy might be 6 percent. However, it is important to realize that many more than 6 percent of workers experience spells of unemployment over the course of a year. Each month a large percentage of the labor force engages in transitions. Many people leave their old jobs. Some start new jobs right away, and others remain unemployed for a few months. Economists Bruce C. Fallick and Charles A. Fleischman estimated that about nine million employment relationships end each month, due 97

either to quits by workers or lay-offs by firms. Also, about nine million new employment relationships start each month. The change in the unemployment rate represents the difference between relationships newly broken and relationships newly started. In a month where 9 million jobs are terminated and only 8.75 million jobs are created, the unemployment rate will rise noticeably. Another way of looking at the delicacy of the unemployment rate is to think of it in terms of the average spell for those who are unemployed. From the foregoing, it should be evident that the key to maintaining full employment is job creation. As long as new jobs are being created at a sufficient rate to absorb people leaving old jobs as well as new entrants to the labor force, the economy can experience a large number of layoffs and yet not have an unusually high unemployment rate. The media was reporting massive layoffs at major corporations throughout the 1990's, as the unemployment rate persistently declined. For most of the 1990's new job creation was strong, so that average unemployment spells shortened, reducing the overall unemployment rate. TEXT B. MICROECONOMIC CAUSES OF UNEMPLOYMENT In addition to macroeconomic factors, there are microeconomic causes of unemployment. Taxes, welfare policies, and regulatory policies can affect the unemployment rate. Here are some examples. 1/ In many European countries, it is illegal for firms above a certain size (say, 20 employees) to lay off an employee without going through an approval process with the government. This makes firms very leery about hiring new workers, because the firm knows that it will be stuck with the worker even if demand falls off or the relationship does not work. Because firms are reluctant to add workers, new jobs are not created as fast as in the United States, and economists believe that the effect of these laws is to increase the unemployment rate in Europe. 2/ During a recession, one policy issue that comes up is extending unemployment benefits to cover a longer period of time. While this often is the right thing to do for other reasons, it does reduce the incentive of unemployed workers to take new jobs, which tends to raise the unemployment rate. 3/ Income and payroll taxes drive a wedge between the value of a worker's time and the income that a worker can receive from paid employment. If I only take home 50 cents of every dollar I earn, then I may choose to putter around the house more and work less. This can show up as an increase in 98

Retell the content in Russian: HIGH UNEMPLOYMENT If hyper-inflation is a particularly frustrating form of inflation, then its counterpart in unemployment is a severe recession or depression, in which the unemployment rate reaches double-digit levels and stays there. For example, in the Great Depression in the 1930's in the United States, the unemployment rate reached as high as 33 percent, and it was over 20 percent for nearly a decade. It was the experience of the Great Depression, which was experienced by most economies of the developed world, that stimulated the development of macroeconomics, primarily the work of English economist John Maynard Keynes. Although the crucial feature of money is its acceptance as the means of payment or medium of exchange, money has three other functions. It serves as a unit of account, as a store of value, and as a standard of deferred payment. We discuss each of the four functions of money in turn. TEXT A.THE MEDIUM OF EXCHANGE Money, the medium of exchange, is used in one-half of almost all exchange. Workers exchange labour services for money. People buy or sell goods in exchange for money. We accept money not to consume it directly but because it can subsequently be used to buy things we do wish to consume. Money is the medium through which people exchange goods and services. To see that society benefits from a medium of exchange, imagine a barter economy. A barter economy has no medium of exchange. Goods are traded directly or swapped for other goods. In a barter economy, the seller and the buyer each must want something the other has to offer. Each person is simultaneously a seller and 116

a buyer. In order to see a film, you must hand over in exchange a good or service that the cinema manager wants. There has to be a double coincidence of wants. You have to find a cinema where the manager wants what you have to offer in exchange. Trading is very expensive in a barter economy. People must spend a lot of time and effort finding others with whom they can make mutually satisfactory swaps. Since time and effort are scarce resources, a barter economy is wasteful. The use of money — any commodity generally accepted in payment for goods, services, and debts — makes the trading process simpler and more efficient. TEXT B. OTHER FUNCTIONS OF MONEY The unit of account is the unit in which prices are quoted and accounts are kept. In Britain prices are quoted in pounds sterling. It is usually convenient to use the units of account as well. However there are exceptions. During the rapid German inflation of 1922-23 when prices in marks were changing very quickly, German shopkeepers found it more convenient to use dollars as the unit of account. Prices were quoted in dollars even though payment was made in marks, the German medium of exchange. Money is a store of value because it can be used to make purchases in the future. To be accepted in exchange, money has to be a store of value. Nobody would accept money as payment for goods supplied today if the money was going to be worthless when they tried to buy goods with it tomorrow. But money is neither the only nor necessarily the best store of value. Houses, stamp collection, and interest-bearing bank accounts all serve as stores of value. Since money pays no interest and its real purchasing power is eroded by inflation, there are almost certainly better ways to store value. Finally, money serves as a standard of deferred payment or a unit of account over time. When you borrow, the amount to be repaid next year is measured in pounds sterling. Although convenient, this is not an essential function of money. UK citizens can get bank loans specifying in dollars the amount that must be repaid next year. Thus the key feature of money is its use as a medium of exchange. For this, it must act as a store of value as well. And it is usually, though not invariably, convenient to make money the unit of account and standard of deferred payment as well. 117

In the nineteenth century money was mainly gold and silver coins. These are examples of commodity money, ordinary goods with industrial uses (gold) and consumption uses (cigarettes) which also serve as a medium of exchange. To use a commodity money, society must either cut back on other uses of that commodity or devote scarce resources to producing additional quantities of the commodity. But there are less expensive ways for society to produce money. A token money is a means of payment whose value or purchasing power as money greatly exceeds its cost of production or value in uses other than as money. A £10 note is worth far more as money than as a Зх6-inch piece of high-quality paper. There are basically three types of advertising, namely: 1. Consumer advertising is advertising aimed at the ordinary consumer and is typified by what is seen on TV, heard on the radio or read in newspapers, magazines and so forth. This is mass communication aimed at large numbers of potential purchasers in an effort to pre-sell advertiser’s products to them and to create demand from targeted consumers. 2. Trade advertising, i.e. advertising aimed at wholesalers, retailers, brokers, agents and those who are part of an advertiser's distribution system. Wholesalers buy from the advertiser, retailers buy from the wholesaler and sell to the consumer. The purpose of trade advertising is to persuade wholesalers and retailers to stock the advertiser's products, which in turn is easier for the consumer to find and purchase the advertiser’s product. 3. Business to users advertising, i.e. advertising directed at industrial consumers. Here, advertisers' products are bought by industrial customers, who use them as suppliers of services, e.g. raw materials, or as consumers, e.g. buyers of disposable hats. The basic principles of advertising are common to each type of advertising, apart from the fact that orientation and media selection will tend to be more specialized for the second and third types of advertising. There are five stages through which a potential consumer passes before adopting a new product. We might call these acceptance stages. Each individual is likely to go through the process at a different rate and many will not become regular users.
