DEFINITIONS

The Socialist Union

It is the Sudanese Socialist Union formed in accordance with Presidential Decree No. 30 .

The Basic Unit

It is the base of the Sudanese Socialist Union formed in a village , quarter, production centre or any similar place . The basic units are prescribed accord

ing to the organizational regulations . The Chapter of the S.S.U.

It is the organization of the S.S.U. formed in a production centre . organizational regulations govern this.

The Congress of the Basic Unit

It is the congress of the basic unit of the Socialist Union formed in accor dance with the provisions of Clause ( 1 ) (a) of the basic system . The Committee of the Basic Unit

It is the Committee of the basic unit of the Socialist Union formed in accors

dance with the provisions of Clause ( 1 ) (a ) of the basic system . The Ward

It is the ward of the Socialist Uniin comprising all the existing basic units in the college of the people's local council in the province. The Congress of the Ward It is the congress of the ward of the Socialist Union formed in accordance with the provisions of Clause 8 ( 1 ) (a ) of the basic system . The Committee of the Ward It is the committee of the ward of the Socialist Union formed in accordance

with the provisions of Clause (8) (a) of the basic system . The District

It is the district of the Socialist Union comprising a number of the existing wards in the college of the province in accordance with the approved organiza tional regulations . The Congress of the District

It is the congress of the district of the Socialist Union formed in accordance with the provisions of Clause 11 ( 1 ) (a) of the basic system .

The Committee of the District It is the committee of the district of the Socialist Union formed in accordance

with the provisions of Clause 12 ( 1 ) of the basic system . The Province

It is the province or governorate according to the administrative division of the country , it includes all the existing districts within it's boundaries . The Congress of the Province

It is the congress of the province of the Socialist Union formed in accordance

with the provisions of Clause 14 ( 1 ) (a) of the basic system . The Committee of the Province

It is the committee of the province of the Socialist Union formed in accor

dance with the provisions of Clause 15 ( 1 ) of the basic system . The General National Congress

It is the general National congress of the Socialist Union which shall be .

formed in accordance with the provisions of Clause 18 ( 1 ) of the basic system The Central Committee It is the Central Committee of the Socialist Union formed in accordance

with the provisions f Clause 20 ( 1 ) (a) of the basic system . The Political Bureau

It is the political bureau of the Socialist Union formed in accordance with the provisions of Clause 21 of the basic system . The Secretariat -General

It is the secretariat-general of the Socialist Union which shall rise in acco rdance with the provisions of Clause 22 ( 1 ) of the basic system . The Specialized Committee It is one of the Committees formed in accordance with of Presidential Decree No. 144 Clause 4 .

Clause 241

The Rules

They are the organizational rules issued by the Political Bureau in executicn of the basic system . The Charter

It is the Charter for national action of the May Socialist Revolution .

The Popular Organizations of the People

They are the organizations of youth , women , village -advancement com mittees and any other organizations prescribed by the rules. The Sectoral Organizations

They are trade-unions, federations and professional and sub -professional federations .

S.S.U. ESTABLISHING AND ORGANIZATIONAL RULES AT BASIC UNIT LEVEL

S.S.U. Establishing and Organizational rules at Basic Unit Level

In the powers of the provisions of Clause 21 ( f) of the S.S.U. basic system

the political Bureau shall pass the following organizational rules for the establishment and organization of the basic units of the S.S.I' . Rule 1

Nature of the basic units, formation of establishment

1. The basic units shall be formed as the base of the organizational pyr amid of the S.S.U. in accordance with an establishing order from the secretariat General of the S.S.C'. according to the following rules : ( i ) Basic units in domiciles wherever they are .

( ii ) A basic unit shall be formed in any inhabiting domicile compris ing one hundred members or more . ( iii ) In domiciles where the minimum number required for the forma tion of a basic unit mentioned in the Article is not fulfilled .

Rule 2

Organization of the Membership of the Basic Unit

1. In observance to the provisions of Clause (23 ) of the basic system il herent of the terms of elegibility to the membership of the S.S.U. Candidate may submit a written application on the special membership form to the relevant end which shall be appointed by the Secretariat-General of the S.S.U. to verify

the applications of membership at the beginning of the fo :mation of the basic units .

(a) One who may be interested in the enrolement of the S.S.U. may

submit an application to join the existing basic unit formed in one's domicile . (b ) A member of a basic unit may not enjoy the membership of more than one basic unit.

3.

(a) Basic Unit membership transfer may take place according to a writ

ten application submitted to and approved by the organizational secretariat of the basic unit which in turn refers the application to its counterpart in the cther basic unit in the following circumstances :

( 1 ) If the member concerned moves from his domicile to another one .

(2)

If either the basic unit committee to which the member be longs or one of the S.S.U. organs to which the basic unit be

longs decides to remove the member to any other basic unit (b ) When the member is temporary absent from his basic unit district for any reason , he shall continue to enjoy the membership of that unit but he may not be permitted to join any other basic unit . He may be permitted to affiliate himself to the basic unit of the district he is in and enjoy all the rights of membership except the right of voting at any election run at that unit during his

affiliation .

Rule 3

Organization of the Basic Unit and Prescription of its Powers 1.

The committee of the basic unit shall be formed in the site of domiciles

and it shall consist of eleven members elected by the congress of the basic unit once every two years .

2. The mbmbers of the basic unit committee shall elect from among them a secretary general, an assistant for organization and other assistants for different activities .

3. The committee shall regularly hold ordinary periodical meetings, once a month at least in addition to other extraordinary meetings held at the secretary general's decision whenever circumstances necessitate this .

4. At its first meeting the committee of the basic unit shall pass the special regulations governing the management of its meetings and other activities . These regulations shall be in effect from the date of approval by the committee of the ward .

5. The basic unit committee shall submit comprehensive monthly, quarterly

and annual reports whenever the ward committee demands . 6. The basic unit committee shall collectively be authorised to perform the following :

(a) It shall assume local revolutiorary command for idealogy, prac tice, action and the guidance of the basic unit for contacting the

working masses in their fields and to work among them . (b) It shall assume political action command, the day -to -day work and the implementation of the policies, plans and execution of the directives of the S.S.U. issued by committees, of the S.S.U.

at their high level as well as the studies of monthly and periodical reports submitted to or received from higher bodies . (c) It shall take up the inculcation of the socialist thought which

is committed to the principles and objectives of the May Socialist Revolution defined in the Charter for national action , along with the pursuance to enlighten the working masses on national socialist action.

(d) The continual labour to promote the social, cultural, economic and spiritual life for the masses in addition to cooperation with other basic units and all institutions, bodies and the existing popular organizations each virtually in the respects .

(e) Understanding the needs and problems of the forces of the working people, studying them and finding solutions for them in cooperation with all local institutions and organizations with scrutiny and submission to the S.S.U. organizations at their higher level, no less than standing by the necessity of their solution . (f) Mobilization of energies to accelerate production at all levels.

(g) Putting down exploitation in all forms and bureaucracy which obstructs the citizens to enjoy their rights and molests public services or deprives them from their equal opportunities in either work or service or any other privilege .

(h ) Passing policies , plans and programmed actions of the S.S.U.

to the members of the basic unit, propagating them among the masses and urging them to take up active participation in their execution .

( i) Initiating to create a positive and healthy organizational atmos phere inside the basic unit , with the assurance that all members earnestly perform the duties of their membership and that the unit as a whole acts to consolidate national unity and the rise

of the socialist community in its envirioment , not less than insur ing the practice of facua popular democracy . >

(j ) - Pursuing and fostering the members to join in the institutions, councils and bodies which are engaged in the political , economic and social activities, making sure that the members execute within them the general policies and political lines of the Socialist Union . (a) The committee of the basic unit shall elect three of its members to

orm the discipline panel of the unit which shall look into members' irregularities of the basic system , the principles of the charter or the resolutions and recommen dations of the Central Committee and the Political Bureau . The panel shall mete penalty in accordance with the provisions of Section (2) of Chapter (3) of the basic system .

(b) Verdicts of the discipline panel of the unit shall be appealed to the discipline panel of the ward. Rule 4 :

1. (a) In observance to the provisions of Clauses 23 and 24 of the basic system candidature to the membership at the basic unit committee shall take

place through written applications to the secretariat for organization of the sbasicunit one month before the date of election .

( b) The basic unit secretariat for organization shall prepare a full repor on every candidate to be forwarded to the secretariat for organization of the ward committee after it has been presented to the basic unit committee .

(c) The ticket of nominees shall be announced after it has been passed by the ward committee 15 days before the appointed date of elections . 2.

(a) The ward committee secretariat for organization shall observe elec

tions for the basic unit committee .

(b) If the number of nominees does not exceed the required number for the membership of the basic unit committee , the nominees shall be declared unopposed winners.

(c) If the number of nominees exceeds the required number for the mem bership of the basic unit committee elections shall be run as follows :

( 1 ) In case of polling the taking of votes shall be either by showing hands or standing up or showing cards .

(2) In case of secret ballot , voting shall be performed by writing nominees' names on the cards prepared by the seeretariat for organization and mobilization of the ward committee , or the lables or casting labeled-cards in the voting boxes of the no minees.

(d) Nominees who obtain greater votes shali win the membership of the basic unit committee.

(e ) Nominees whose votes do not qualify them for the membership of

the committee shall remain on the reserve-list of membership of the mentioned committee. (f) Documents of elections, lists of candidature and votes obtained by

every candidate shall -be preserved by the secretariat for organization of the basic unit and submitted in a full report to the committee of the ward . 3. (a ) At the vacancy of a seat in the basic unit committee for any reason it shall be occupied by the member who has obtained the next greater votes . (b) If the number of the vacant seats is four or more , they shall be filled an extraordinary meeting of the basic unit congress which shall be called for by the committee of the ward within 15 days from the date of notice of the vacant seats .

(c ) If calling the congress of the basic unit for an extraordinary meeting is not possible , or if the 15 days ' period fixed in Article B is over without the convention the ward committee shall appoint from among the members of the basic unit eligible person (s) to fill in the vacant seat(s). Rule 5 :

The Congress of The Basic Unit; Formation , Term and Powers : 1. The basic unit congress shall consist of all members of the basic unit of the S.S.U.

2. The term of the basic unit congress shall last for two years during which it shall regularly meet once every six months at least or other extraordinary ses sions according to a request from either the basic unit committee , or the ward committee , or on the demand of one quarter of its members. 3. The basic unit congress is the supreme authority of the S.S.U. at basic

unit level and without prejudice to the entirity of this text, the congress shall be responsible for the election of the committee of the basic unit as well as it delegates to the congress of the ward . The ward committee secretariat for organization shall take up the 4.

supervision of, preparation and calling for the basic unit congress . It shall also take up the drafting of the required notes for the agenda and bills of the basic unit congress , General Rules :

These rules shall be amended according to a resolution from the Political Bureau in imperative circumstances .

2.

On every meeting of the basic unit committee a report shall be prepared

and preserved by the se retary general of the basic unit. 3.

Resolutions of the basic unit committee shall be recorded in a special

register signed and deposited by the secretary general of the basic unit. 4. Before taking up their responsibilities, members of the basic unit com mittee shall take a special oath in the following text and spirit : I swear by the all Mighty God to carry out my duties as a member of the basic unit committee area ...

.... in accordance with the principles of the NationalCharter and the basic system of the May Socialist Revolution , and to make all my effort in executing all directives from the supreme organs. May God be my witness. 6

(3 ) RULES FOR ESTABLISHING AND ORGANIZING S.S.U. CHAPTERS IN COLLEGES OF WORK .

RULES FOR ESTABLISHING AND ORGANIZING S.S.U. CHAPTERS IN COLLEGES OF WORK

In accordance with the provisions of the Clause 21 (w) of the basic system

of the S.S.U. the political Bureau shall issue the following organizational regula tions for the establishment and organization of chapters of the S.S.U. at colleges of work .

Rule 1 :

Nature of the chapter and formation of establishment : s 1. Chapter units which shall be formed as the base of the organizational pyramid of the S.S.U. are formed in colleges of work according to an establishing order by the secretariat general of the S.S.U. in accordance with the following principles : (a) Chapters in all colleges of work . 2. more

( b) This shall be known as the S.S.U. chapter of .... A chapter shall be formed in every college of work comprising 30 or workers .

In colleges of work where the minimum number required for the forma

tion of chapter mentioned in Article 2 workers from different colleges of work may be assembled in one uniform chapter . Rule 2 .

Organization of the membership of the chapter :

1.

In observance to the provisions of Clause 23 of the basic system inherent

of the terms of eligiblity to the membership of the S.S.U. every unit member

should join the chapter at his college of work. Registeration at the chapter shall take place by showing one's basic unit membership card . 2. A member of a chapter may not enjoy the membership of more than one chapter . 3.

Membership transfer from one chapter to another may take place accord

ing to a written application submitted to and approved by the Secretariat of organization of the chapter which in turn refers the application to its counter

part in the other chapter in case of changing college of work . 4. Membership of the chapter expires through a written notification by the member to the secretary for organization when the member's term of service is over for any reason .

If the committee of the chapter to which the member belongs or any

organ of the Socialist Union to which the branch belongs decides to remove the member to any another chapter.

6. When the member of the chapter is temporary absent from his college of work for any reason he shall continue to enjoy the membership of that chapter. He may affiliate himself to the chapter at the new college of work and enjoy all

the rights of membership except the right of voting at any elections run at that chapter during his affiliation .

Rule 3 .

Organization of the Chapter and prescription of its powers : 1. The Committee of the chapter shall consist of 11 members elected by the congress of the chapter once every two years .

2. Members of the committee of the chapter shall elect from among them a secretary general, an assistant secretary for organization and other assistants for different activities .

3. The committee of the chapter shall regualarly hold ordinary periodical meetings once a month at least , in addition to other extraordinary meetings held at a decision by its secretary general in imperative circumstances. 4.

At its first meeting, the chapter committee shall pass the regulations

governing the management of its meetings and other different activities. These

regulations shall be in effect from the date they have been approved by the committee of the ward .

5.

The Committee of the chapter shall submit a comprehensive report , to

the ward committee monthly, quarterly, or whenever requested to do so. 6. The committee of the chapter shall collectively be authorized to perform the

following

(a ) It shall assume local revolutionary command for idealogy , practice action and the guidance of the chapter for contacting the working masses at colleges of work and moving among them ( b) It shall assume political action command , the day -to -day work

and the implementation of the policies, plans and the execution of the directives of the S.S.U. issued by the committees of the S.S.U. committees at their high level as well as the studies of monthly and periodical reports submitted to or received from higher bodies.

(c) It shall take up the inculcation of the solalist thought which is committed to the principles and objectives of the May Socialist Revolution defined in the Charter for national action , along

with the pursuence to enlighten the working masses on national socialist action .

(d) The continual labour to promote the social, cultural, economic and spiritual life for the masses in addition to cooperation with other basic units and all institutions, bodies and the existing

popular organizations each virtually in the respects . (e) Understanding the needs and problems of the forces of the working people, studying them and finding solutions for them in collabor tion with all local institutions and organization , with scrutiny and submission to the S.S.U. organizations at their high level

no less than standing by the necessity of their solution . ( ) Mobilization of energies to accelerate production at all levels. (g) Putting down exploitation in all forms and bureaucracy which obstructs the citizens to enjoy their right and molests public services or deprives them from their equal opportunities in either work or service or any other privilege . 8

()

Pursuing and fostering the members to join in the institutions , councils and bodies which are engaged in political , economic and social activitis , making sure that the members execute the general policies and political lines of the Socialist Union .

7. (a) The committee of the chapter shall elect three of its members to form the discipline panel of the chapter which shall look into members’irregulari ties of the basic system , the principles of theCharter or the resolutions and re commendations of the

Central Committee and the Political Bureau . The panel

shall mete penalty in accordance with the provisions of section 2 Chapter 3 of the basic system .

(b) Verdicts of the discipline panel of the chapter shall be appealed to the discipline panel of the ward . Rule 4 :

The Congress of the Chapter, formation , term and powers : 1. The Congress of the chapter shall consist of all members of the S.S.U. within the boundaries of the college of work .

The term of the congress of the chapter shall last for two years during 2. which it shall regularly meet once every six months at least or other extraordinary sessions at the request of either the committee of the chapter or the committee of the ward or on the demand of one quarter of the member ofs the chapter.

General Rules :

1. These rules shall be amended according to a resolution from the poli tical Bureau in impertive circumstances. 2.

On every meeting of the committee of the chapter a report shall be pre

pared and preserved by the Secretary Geneal of the chapter. 3. Resolutions of the committee of the chapter shall be recorded in aspecial register signed and deposited by the secretary general of the chapter.

4. Before taking up their responsibilities , the members of the committee of the chapter shall take a special oath in the following text and spirit : I swear by the all mighty God to carry out my duties as a member of

the committee of the chapter of the S.S.U. in according to the principles of the National Charter, the / basic system and the May Socialist Revolution and to make all my effort in execu ting all directives from the supreme organs . God be my witness. 10

ESTABLISHING AND ORGANIZATIONAL RULES OF THE S.S.U. AT THE LEVEL OF THE WARD

Establishing and Organizational Rules of the S.S.U. at the level of the Ward

In the powers of the provisions of clauses (8) and (9) of the basic system of the S.S.U. the P.B. has issued the following rules to act upon for the formation of the S.S.U. at ward level .

Formation of the S.S.U. at Ward Level the Congress of the Ward The Congress of the ward shall be formed and its powers shall be in ac cordance with the provisions mentioned in Article of the basic system . The number of members of the Congress 2.

The congress of the ward shall be formed according to the following

table :

(a ) Each basic unit or chapter whose membership does not exceed 300 shall be represented by one delegate.. ( b) Each basic unit or chapter whose membership is not less than 300 and does not exceed 400 shall be represented by two delegates . ( c ) Each basic unit or chapter whose membership is not less than 400 and does not exceed ECO shall be represented by three delegates . ( d ) Each basic unit or chapter whose membership is not less than 800

and does not exceed 1600 shall be represented by four delegates. (e ) Each basic unit or chapter whose membership is not less than 1600 and does not exceed 3200 shall be represented by five delegates . (f) Each basic unit or chapter whose membership is not less than 3200 and does not exceed 6400 shall be represented by six delegates .

(g) The number of the delegates of the basic unit to the congress of the ward shall not exceed ten under any circumstances. Formation of the Committee of the Ward

3. Without prejudice to the provisions of Clause 9 of the basic system the committee of the ward shall be formed as follows :

( a) The number of members of the committee of the ward which com prises less than 10 basic units or 10 chapters or 10 basic units and chapters shall be 15 . ( b) The number of members of the committee of the ward which com

prises more than 10 basic units or 10 chapters or 10 basic units and chapters

shall be 30.

Rules of Candidture to the Ward Committee 4.

( a) Any one who may be interested in candidature to the membership

of the committee of the ward shall have to fulfil the terms inherent of Clauses

23 and 24 of the basic system . One shall have the ability for command . The secretariat for organization of the ward committee shall have to prepare a full report on every candidate and submit it to the committee of the district to help it take decision as regards the elegibility of the candidate . (b) Candidature forms shall be submitted to the secretariat for or ganization of the ward committee a week before the date fixed for the running of

elections .

( c) Candidature forms and reports referred to in Article (a) above shal be submitted to the ward committee which shall have to submit it together with its comments to the secretary for organization of the district committee to take

a decision as regards the elegibility of candidates to the committee of the ward. Nominations shall neither be announced nor disclosed except after the approval of the district committee. 11

( d) The ticket of nominees to the ward committee shall be announced at the first session of the congress of the district and the date of the session ap

pointed for the process of voting shall also be announced . Rules of Running the Elections.

5. (a) The secretariat for organization of the district committee shall supervise elections of the ward committee. (b) Elections shall take place as follows : ( 1 ) In case of polling, the taking of votes shall take place by showing hands , or standing up or showing cards . ( 2) In case of secret ballot , voting shall be operated by writing nominees names on the cards prepared by the secretariat for organization of the ward committee for this purpose, or the lables or by casting labled cards into the voting boxes of the nominees .

( c) Nominees who obtain greater votes shall win the membership of the ward committee. The secretariat for organization of the ward committee shall keep a record of the lists and documents of the elections and the votes obtain

ed by each nominee. It shall submit a detailed report of these to the committee of the district .

( d) After its eleclion the committee of the ward shall hid the first meeting at a call from the secretary for organization of the district committee or the one acting in his place to decide upon list of nominees from among its members for the offices of the secretary General, secretaries of secretariats and their assistants. The secretary for organization shall submit the list to the district committee which in trun shall submit it to the committee of the district

for approval and when approved the secretary for organization of the ward committee shall call the committee of the ward to hold the second meeting and perform duties . Vacancy of seats.

6. (a) When for any reason the seat of any member of the ward committee is vacant the member who obtained the greater votes next shall take the seat.

(b ) If the number of vacat seats is more than 7 seats as a minimum or more than 10 as a maximum it shall be necessary to inform the secretary for organization of the district commitee who shall call the congress of the ward to an

extraordinary meeting within two weeks from the date of notice to fill in the vacant seats .

( c) If calling for the congress is not possible or if the period fixed in Article ( b) above is over without convention, the secretary for organization sh ould raise the matter to the committee of the district which shall fill in thevacant

seat, by appointing from among the nomines who ran but did not win or other members, and it shall inform the committee of the district .

Delegates of the Wards to the Congress of the district. 7 . The number of delegates of the wards to the congress of the district shall be fixed according to the following table :

(a) Each ward comprising 2 to 5 basic units or chapters or basic units and chapters shall be represented at the congress of the district by 5 ddlegates (b) Each ward comprising 5 to 10 basic units or chapters or basic units and chapters shall be represented at the congress of the district by 10 delegates 12

(c) . Each ward comprising 10 to 20 basic units or chapters or basic units and chapters shall be represented at the congress of the district by 20 delegates. (d) Each ward comprising 20 to 40 basic units or chapters or basic units and chapters shall be represented at the congress of the dist rict by 40 delegates. (e) Each ward comprising more than 40 basic units or chapters orbasic units and chapters shall be represented at the congressof the district by 80 delegates .

Rules of Candidature for the Elections of ward delegates to the congress of the district

8. (a) Any one who is interested in the candidature for the membership of the congress one shall have to fulfil the terms inherent of Clauses (23) and (24) of the basic system of the S.S.U. , one shall also have the ability

of command . The secretariat for organization of the district shall prepare a full report on every candidature and submit it together with the candidature form to the committee of the province in order to help it take decision as regards the eligibility of the member. (b) The candidature form shall be submitted to the secretary for org anization of the district committee a week before the date fixed for the running of elections .

(c) The secretary for organization shall submit candidature forms to the committee of the district and to each form he shall attach the report men

tioned in Article (a) above. After discussing them the secretary for organization of the province committee shall present them to the committee of the province in order to take a decision .

Nominations shall not be disclosed or announced

unless they have been approved by the committee of the province .

(d) After its approval by the committee of the province , the ticket of nominees and the date of the session appointed for the process of voting, shall be announced at the first session of the congress of the district , Rules for Running the Elections

9. (a) The secretary for organization of the committee of the district shall

( 1 ) In case of polling the taking of votes shall take place by show ing hands or standing up or showing cards . (3) Those who obtain greater votes shall win the membership of the congress of the district. The secretary for organization shall keep a record of all the lists and documents of the elec tions and the votes obtained by each nominee. It shall sub mit a detailed report to the committee of the Province . 13

Establishing and Organizational Rules of the S.S.U. at Districi Level In the powers of the provisions of Clause 11 ( 1 ) (a ) , 12 ( 1 ) and 2 of the basic system of the S.S.U. the Political Bureau issued the following rules to act upon for the formation of the S.S.U. at district level.

Icratich of the S.S.U. at District Level Congress of the District

1. The congrrss of the district shall be formed and its powers shall be in accordance with the provisions of Clause 11 of the basic system of the S.S.U. Number of Members of the Congress 2.

The congress of the district shall be formed according to the following

table i

(a) Each ward comprising 2 to 5 basic units or chapters or basic units and chapters shall be represented at the congress of the district by 5 delegates . (b) Each ward comprising 5 to 10 basic units or chapters or basic units and chapters shall be represented at the congress of the district by 10 delegates .

(c) Each ward comprising 10 to 20 basic units or chapters or basic units and chapters shall be represented at the congress of the district by 20 delegates. (C) Each ward comprising 20 to 40 basic units or chapters or basic units and chapters shall be represented at the congress of the dis trict by 40 delegates . (e) Each ward comprising more than 40 basic units or chapters or basic units and chapters shall be represented at the congress of the district by EO delegates . Formation of the Committee of the District and number of its members

(a) The committee of the district shall consist of 20 members as a

minimum and 25 members as a maximum .

( b ) The congress of the district may exceed the maximum

number

mentioned in Article ( a) above after the approval of the committee of the province which shall be informed in writing and at an ample time before the convention of the congress of the district . Rules of Condidature to the Committee of the District

4. (a) The member who is interested in candidature to the membership of the district cimmittee shall have to fulfil the terms inherent of Clauses 23 and 24 of the basic system and he shall have the ability of command . The secretariat for organization of the district committee shall prepare a full report on every candidate and submit it to the Committee of the Province to help it

take decision as to the elegibility of the member .

( b) The candidate form shall be submitted to the secretariat for organi zation of the district committee a week before the date fixed for running the elections .

(c) Candidature forms and reports referred to in Article (a) above shall be raised to the Committee of the district which shall have to submit them to

gether with its comments to the secretary for organization of the province committee which shall take a decision as to the eligibility of the candidates to the district committee .

Nominations shall neither be announced nor disclosed

except after the approval of the committee of the province of them . (d) The ticket of Nominees for the committee of the district and the

date of the session appointed for the process of voting shall be announced at the first session of the congress of the district. 15

Rules of Running the Elections

5. (a ) The secretariat for organization of the committee of the province shall supervise the elections of the district committee . ( b) Elections shall be run as follows : --

( 1 ) In case of polling , the taking of votes shall be operated either by showing hands, or standing up or showing cards. (2) In case of secret ballot, voting shall be performed by writing nominees ' names on the cards prepared by the secretariat for organization of the province or the labels or by casting cards into the voting boxes of the nominees . (c) Those who obtain greater votes shall win the membership of the district committee. The secretariat for organization shall keep a record of all the lists and documents of the elections and votes obtained by each nominee.

It shall submit a detailed report on these to the committee of the Province. ( d) The committee of the district shall hold the first meeting at the call of the secretary for organization of the Province or the one acting in his

place to decide upon the list of candidates from among its members for the offices of the secretary general , secretaries of secretariats and their assistants. The secretary for organization shall submit the list to the committee of the

province for approval and when approved the secretary for organization of the district committee shall call the committee of the district to hold the second

meeting to perform its duties . Vanacy of Seats

Delegates of Districts to the Congress of the Province

7. The number of delegates of the districts to the congress of the province shall be fixed according to the following table :--(0) Each district comprising 2 to 5 wards shall be represented at the congress of the province by 5 delegates.

(b) Each district comprising 5 to 10 wards shall be represented at the congres

of the province by. 10 delegates .

(c) Each district comprising 10 to 20 wards shall be represented at the congress of the province by 20 delegates.

( d) Each district comprising 20 to 40 wards shall be represented at the congress of the province by 40 delegates.

(e ) Each district comprising more than 40 wards shall be represented at the congress of the province by 80 delegates . 16

Rules of Candidature for the Elections of District Delegates to the Congress of the

Province

8. (a) Any member who is interested in candidature for the membership of the congress of the province shall have to fulfil the terms mentioned in Clauses 23 and 24 of the basic system of the S.C.U. , no less than to have the ability of command . On each candidate the secretary for organization of the district shall prepare a full report attached to the candidature form and submit it to the

committee of the province to help it take decision as regards the eligibility of candidate .

( b) The candidature form shall be forwarded to the secretary for organi

zation of the district committee a week before the appointed date for running the elections .

(c) The secretary for organization shall submit candidateure forms

to the committee of the district after attaching the report mentioned in Article (a) above to each form . After discussing them , the secretary for organization

shall submit the forms, reports and comments of the district committee to his counter part at the committee of the province to present it to the province com mittee to take action . Candidatures shall neither be disclosed or announced except after the approval of the Province Committee .

(d) After it has been approved by the committee of the province , the

ticket of candidates and the date of the session appointed for the process of voting shall be announced at the first session of the congress of the district. Rules of Running the Elections

9. (a) The secretariat for organization of the committee of the province shall observe the elections of district delegates to the congress of the province (b) Elections shall be run as follows :--

AT THE LEVEL OF THE PROVINCE

Rules of Establishing and Organizing the S.S.U. at the Level of the Province

In the provisionsof Clauses 14 ( 1) (a) and 15 ( 1 and 2) of the basic system of the S.S.U. , the political Bureau issued the following rules to work upon at the level of the province : FORMATION AND ORGANIZATION OF THE ORGANS OF THE SOCIALIST UNION AT THE LEVEL OF THE PROVINCE The Congress of the Province

1. The congress of the province shall be formed and its powers shall be according to the provisions mentioned in Clauses 14 and 15 of the basic system of the Socialist Union .

2. The membership of the congress shall be fixed according to the following table :

(a) Each district comprising 2 to 5 wards shall be represented at the congress of the province by 5 delegates .

(b) Each district comprising 5 to 10 wards shall be represented at the congress of the province by 10 delegates .

(c) Each district comprising 10 to 20 wards shall be represented at the congress of the province by 20 delegates .

(d) Each district comprising 20 to 40 wards shall be represented at the congress of the prevince by 40 delegates .

(e) Each district comprising more than 40 wards shall be represented at the congress of the province by 80 delegates . FORMATION OF THE PROVINCE COMMITTEE AND NUMBER OF ITS MEMBERS

2.

(a) The committee of the province shall consist of 24 members as a

minimum and 36 members as a maximum .

(b) The congress of the province shall elect 16 of the members of the province committee if the number were 24 and the political Bureau shall appoint 8 other members .

(c) The congress of the province shall elect 24 members from among the committee of the province if the number were 36, and the political Bureau shall äppoint 12 other members in accordance with the provisions of Clause 15 (a) of the basic system of the Socialist Union . ( d) The congress of the province may increase the number of the members of the province committee as well as the maximum limit mentioned above after the approval of the Political Bureau . The committee of the province

shall notify the Political Bureau in writing at an ample time before the con vention of the congress of the province. 18

RULES OF CANDIDATURE TO THE COMMITTEE OF THE PROVINCE

Members of the province committee elected to the Congress of ihe Province :

4. ( 1 ) Candidature and election of members of the province committee elected to the congress shall take place according to the following rules : ( a ) Any one interested in candidature to the membership of the province committee shall have to fulfil the terms men tioned in Clauses 23 and 24 of the basic system of the Socialist

Union . One shall have the ability of command , and the secretariat for organization of the province committee shall prepare a report on each candidate to be raised to the Secretariat General of the Socialist Uniin in order to assist

taking decision on the eligibility of the candidate . The Secretariat General may deputize representatives or refer to the Committee of Organization, administeration and finance the duty of scrutinizing those reports and taking action on them .

( b ) Candidature form shall be submitted to the organizational secretariat of the province a week before the appointed date of election .

(c )

Candidature forms and reports mentioned in Articleo ( a) above shall be submitted to the province committee which

on its part shall raise it with its comments to the secretary of the committee of organization , adminsteration and finance at the secretariat General to enable the secretariat General

or its representative deputies to take action regarding the eligibility of the candidates. Nominations shall not be dis closed or announced except after the approval of the Secre

tariat General or its represdentative deputies. ( d ) The ticket of the nominees to the committee of the province and the date of the session appointed for the process of voting shall be announced at the first session of the congress of the province . 2 . The candidature and appointment of members of the province committee by the Political Bureau shall be operated as follows :

(a) One who is nominated for appointment to the membership of the province committee shall have to fulfil the terms men

tined in Articles 23 and 24 of the basic systemof the Socialist Union .

He must have the ability of command , and the com

mittee of organization, administeration and finance shall prepare a list containing a greater number than that required

for appointment. It shall raise a detailed report on each candidate to the Secretariat General of the Socialist Union

to help taking action as to the eligibility of candidates before submitting names to the Political Bureau .

( b) Nominations of the Secretariat General and the reports men tioned above in Article ( a) shall be submitted to the Political

Bureau to select the members required for the appointment to the membership of the Province Committee. The Poli tical Bureau shall be entitled to delegate those powers to the secretariat General which shall have the right to deputize representatives to practice these terms of reference in the provinces . 19

Procedures of running fthe elections of fmembers of the Province Committee to the Congress of the Province :

(a) The committee of organization, administeration and finance shall 5. observe the elections of the province committee . ( b) Elections shall be run as follows :

( 1 ) In case of polling, the taking of votes shall be operated either by showing hands , or standing up or showing cards. (2 ) In case of secret ballot , voting shall be performed by writing nominees' names on the cards prepared by the Central Secre tariat for organization and mobilization , or the labels or by

casting labeled-cards into the voting boxes of the nominees. (c) Nominees who obtain greater votes shall win the membership of

the province committee.

The committee of organization , adminsteration

and finance shall keep all records and lists of the elections and votes obtained by each nominee and submit a detailed report to the Secretariat General of the Socialist

Union .

(d) After the announcement of the results of the elections and the appointment of members of the province committee , its secretary General , secretaries of other secretariats and their assistansts by the Political Bureau , the secretary for organization of the province shall call the committee to take over its duties. The Political Bureau shall be entitled to deputize this authority to the Secretariat General which shall also be entitled to delegate representatives to practise those powers in the provinces. The Political Bureaus hall have the right to revise the resolulons taken in this respect. Appointment of Secretaries of the Union in the Provinces.

6. ( a) The secretaries shall be appointed according to the provisions of Clause 15 of the basic system and in accordance with the following rules : ( 1 ) Those who are nominated to the offices of the secretary of the province committee and assistants shall have to fulfil the terms mentioned in Clauses 23 and 24 of the basic system they shall have the ability of command , The secretariat for organization , administeration and finance shall prepare a list obtaining a greater number than that required for ap pointment. It shall submit a detailed report on each nominee

to the Secretariat Ceneral to help it take action as regards the eligibility of nominees before raising names to the Political Bureau .

( b ) The nominations of the Secretariat General and the reports men tioned in Article (a ) shall be raised to the Political Bureau to appoint secretaries

of the Union in the provinces. The Political Bureau shall be entitled to deputise this authority to the Secretariat General which shall also be entitled to delegate

representatives to practise this authority in the provinces. The Political Bureau and the Secretariat General shall have the right to revise resolutins by those deputies.

Each secretariat shall have its specialized organs which shall be appointed by the committee of the province according to reports submitted by the secretary or his assistant concerned , or a complete concept enimating from the Secretariat

General or the committee of organization, adminst ration and finance of the Socialist Union in observance to what has been mentioned in Clause 15 (3) of the basic system . 20

RULES OF CHECKING THE MEMBERS .

VACANCY OF SEATS 7.

( i ) Vacancy of the appointed members secretaries and their assistants

(a) In case of vacancy of seats of the appointees, secretaries and their assistants the matter shall be raised to the Secretariat

General which shall put it before the Political Bureau to fill in the vacant seats by appointment .

( b) The Political Bureau shall be entitled to deputize this au thority to the Secretariat General which shall also be entitled

to delegate representatives to practise this authority in the provinces.

(ii) Vacancy of Seats of the appointees (a ) In case of the vacancy of a seat of any eected member of the province committee for any reason , the nominee who has obtained the greater votes next shall replace him . ( b) If the number of the vacant seats is more than half the number of the members elected by the congress , the committee of organization , adminsteration and finance shall be notified to raise the matter to the Secretariat General which shall

call the congress of the province for an extraordinary meeting within two weeks from the date of notice to fill in the vacant seats .

( c) If calling the congress is not possible or if the period fixed

in Article ( b) is over without convention , the Secretariat General shall raise the matter to the Political Bureau which

shall fill in the vacant seats by appointment from among those nominees who ran and did not win or from any other members . RULES OF CHECKING THE MEMBERS

Rules for Checking the members. In the powers of the provisions of Clause 26 (2) of the basic system of the S.S.U. the Political Bureau shall issue the following rules for chekcing the mem bers :

( 1 ) In case of failure to perform his duties the member shall be checked under Clause 24 of the basic system . He shall also be checked in

case of irregularity and error in accordance with the provisions of Clause 27 and the provisions of Clause 28 of the basic system of the S.S.U. shall be applied . MEANS AND WAYS COMMITTEES.

(2) In accordance with the provisions of Clause 26 (2) of the basic system the following committees shall be instituted to check the members , mete penalty on them and look into their appeals .

(a) A three-man committee which shall be set up by the Committee o the basic unit from among its members and a similar one by the committee of the chapter to investigate irregularities of the mem bers of the committee and the members of the basic unit and

chapter of the S.S.U. this committee may not interrogate any member of the committee of the ward or the upper committee even if that member were a member of a basic unit, or the chapter or the committee of either of them .

But the committee shall be

entitled to demand from the cɔmmittee of the ward or the upper

committee to which them ·mber belongs to interrogate that member. ( b) A three-man committee which shall be set up by the committee of the ward from inng its mmbers to look into : 21

( 1 ) Appeals of members of the basic units and chapters or the committee of either from the decisions of the three-man com mittee , or the committees of the basic units .

(2) Investigations of any charge against any member of the com mittee of the ward or the committee of any basic unit , chapter

or any member within the orbit of membership or belonging to the ward or the unit belonging to it . It may not interro gate or check any member of the committee of the district or any upper committees even if he were a member of the ward or its committee .

But it shall be entitled to demand from the

committee of the district or upper committee to which the member belongs to proceed with the investigation . (c) A three -man committee which shall be set up by the committee of the district from among its members to look into : ( 1 ) Appeals of members of the wards and their committees from the decisions of the three-man committees of the wards.

( 2) Any charge raised against any member of the district or its committee, the committee may not interrogate or check any member of the committee of the province or the upper com mittees even if he were a member of the district or its commit tee .

But it shall be entitled to demand from the committee

of the province or the upper committee to which the member belongs to interrogate that member.

(d) A three-man committee which shall be set up by the committee of the province from among its members to look into : (a ) Appeals of members of the districts and their committees , from the decisions of the three-man committees and the com mittees of the districts .

( b) Any charge raised against any member of the province or its committee. It may not interrogate or check any member of the Central Committee , the Political Bureau , the Secre

tariat General or any other Central Committee even if he were a member of the province or its Committee. But it shall be entitled to demand from the Central Committee , the Political Bureau

or the Secretariat General to examin any charge raised against any member of the Central members .

(e) A three-man Committee which shall be set up by the Secretariat General of the S.S.U. from among its members to look into : (a ) Appeals of members of the provinces and their committees from decisions of the three-man committees and the com mittees of the provinces. ( b) Investigation of any charge raised against the members of the Secretariat General, its committees, central bureaus (at its cessation) or any member of the S.S.U. at the level of the Republic. It may not interrogate members of the Political Bureau or the Central Committee .

(f) A three-man committee which shall be set up by the Central Com mittee from among its members to look into : (a ) Appeals from decisions taken by the Secretariat General .

( b) Any charge raised against members of the Secretariat General , its committees or central bureaus at its cessation or any other member of the S.S.U. at the level of the Republic. (g) A three-man committee which shall be set up by the Central Com mittee from among its members to look into : 22

( i ) Appeals from decisions taken by the Political Bureau . ( ii) Any charge raised against its members or any member of the S.S.U. at the level of the Republic.

( iii) A three-man committee which shall be set up by the Congress to look into appeals from decisions taken by the Central Committee .

3. To Every Committee of these a chairman shall be appointed and a rapporteur to run its business and record proceedings . PROCEEDURES OF INVESTIGATION AND CHECKING :

Charges shall be raised and investigation made according to the fol

lowing rules :

(a) When the committee is convinced that an irregularity has been committed, it shall notify the member in question in writing or by any other means at an ample time before his appearance before the three-man investigation and checking board so that he shall have the chance of defending himself.

(b) If the member did not appear before the investigation and checking board at the appointed time, he should be notified once more and if he did not appear then a decision shall be taken on default .

(c) The investigation and checking boards shall hear the member against whom the charge has been raised with quiet , patience, discrection and firmnes . It shall also hear any necessary witnesses. (d) The chairman of the investigation and checking board shall serve notice to the relevent committee of the Union and after its approval

of the decisions or procedures of the investigation committee, the chairman of the investigatin and checking committee shall inform the accused member of the decision or the penalty . THE RIGHT OF REFUTATION OF DECISIONS

5. The member against whom a decision has been taken shall have the right to appeal from the decision of the committee to the upper committee which shall have the right of considering the appeal and making an enquiry by the com mittee which shall be formed from its members for this purpose. PROCEDURES OF REFUTING DECISIONS OF THE COMMITTEES

6. (a) An appeal from decisions and penalties of the investigation and checking committees shall be in writing and the appeal shall be justified, dated and signed by the appealing member.

(b) The appeal should reach the relevant end within a week from the date of notice of the penalty. The relevant end shall be entitled to extend this period if the member shall give good reasons . (c) Action shall be taken on refutation request of appeal within a period which not exceeding two weeks and the member appealing from the decision shall be informed forthwith .

(d) These rules shall be applied to all appeals at the different levels of the S.S.U.
